This is a fully remote position, open to applicants in United States.
• Oversee a team of FOIA specialists to ensure the prompt, precise, and defensible processing of federal information requests.
• Direct technical and business project management activities, including planning, execution, monitoring, reporting, and the delivery of FOIA support services.
• Create, implement, manage, and revise the Program Management Plan.
• Handle schedules, milestones, communication, budgets, costs, staffing/resources, risks, mitigation strategies, and quality assurance.
• Organize staffing, team roles, onboarding processes, nondisclosure agreements, account registrations, and system access.
• Prepare and supervise weekly and monthly progress reports that include case production, backlog, training, process enhancements, findings, risks, scheduling issues, quality concerns, and planned activities.
• Prepare and manage monthly financial reports detailing hours, costs, funding, projections, and task-level expenses.
• Facilitate regular project status meetings and ad hoc discussions, including setting agendas, conducting progress reviews, discussing risks and finances, tracking actions, and taking minutes.
• Liaise with Government representatives and program stakeholders on operational challenges, schedule discrepancies, staffing, risks, quality, and approvals.
• Assist with systems-access continuity, annual summaries, lessons learned, transition planning, records/data transfer, and contract closure.
• Ensure adherence to federal privacy, information security, records management, accessibility, nondisclosure, HSPD-12/PIV, and training mandates.
• Convert priorities into actionable work plans, address processing obstacles, enhance staff capabilities, and promote backlog reduction and case closure objectives.
• An advanced degree, at minimum a Master's degree, in a pertinent field from an accredited institution.
• A minimum of 8 years of experience in a leadership role guiding project teams and merging project management, quality management, performance, and risk/issue management.
• Proven expertise in reviewing and managing FOIA cases.
• Relevant training and experience directly associated with the FOIA support requirements.
• In-depth technical knowledge of the FOIA Act and proven experience with the FOIA process and related federal laws and regulations.
• Experience in managing staffing, schedules, budgets/costs, risks, quality, recurring deliverables, and stakeholder communications for complex professional-service projects.
• Capability to obtain and maintain the necessary Tier 1 background investigation.
• Ability to adhere to HSPD-12/PIV and CMS suitability procedures.
• Must meet the residency requirement of having lived in the United States for at least three of the past five years prior to applying for a Federal ID Card, subject to applicable provisions.
• Must complete mandatory security awareness, privacy, records management, Rules of Behavior, and role-specific training.
