This is a fully remote position, open to applicants in Texas, +1 more state.
• Act as the main interface for contractors with leadership, overseeing contract deliverables, reporting, governance reviews, and communications with stakeholders.
• Direct program planning, execution, and performance management, which includes the Contractor Project Management Plan, Monthly Progress Reports, risk and issue tracking, and PI Planning.
• Utilize VA-approved tools such as Jira, GitHub, SharePoint, and ServiceNow.
• Supervise a geographically dispersed, cross-functional team of subject matter experts (SMEs) across DevSecOps, Agile delivery, cloud migration, cybersecurity/ATO compliance, and supply chain engineering.
• Oversee personnel onboarding and offboarding, security clearance processes, and compliance with mandatory government training.
• Spearhead the delivery of a large-scale Health program focused on IT Supply Chain.
• Ensure the provision of SDLC services, operations and maintenance (O&M), cybersecurity compliance, enterprise deployment, cloud migration, and Agile product management.
• Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related discipline with 17 years of experience, or a Master’s degree with 15 years of experience.
• Additional years of experience may be considered in place of a degree.
• Minimum of 10 years of progressive experience in program/project management.
• At least 5 years of experience managing large-scale Federal IT contracts.
• Experience in managing hybrid contracts that include multiple optional tasks and complex deliverable structures.
• Background in supporting DoD or Federal Health IT programs.
• Familiarity with Agile/SAFe delivery frameworks, including PI Planning, sprint execution, backlog management, and product line governance.
• Proficient in DevSecOps practices, CI/CD pipelines, and secure software development within a Federal context.
• Experience in managing cloud migration programs to FedRAMP-authorized environments, such as AWS, Azure, or VA Enterprise Cloud.
• Capability to manage large, geographically distributed, cross-functional teams of SMEs.
• Excellent written and verbal communication skills, including the ability to deliver executive-level briefings and reports.
• PMP certification is highly preferred.
• SAFe Program Consultant or SAFe Agilist certification is preferred.
• Preferred experience includes supply chain, logistics, or healthcare IT systems; FHIR-based integrations; ESB/EAI frameworks; enterprise interoperability standards; AI/ML analytics; adoption of emerging technologies; or leadership in Federal Health IT Key Personnel.
