This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the execution of task orders and provide comprehensive management across program, product, technical, financial, resource, communication, risk, schedule, and quality activities that support the CORP Service Line.

• Act as the main contractor liaison for programmatic issues, concerns, updates, and performance, coordinating with the Contracting Officer, COR, VA Program Manager, CORP leadership, product line leadership, and Government stakeholders.

• Create, maintain, and implement the Contractor Project Management Plan, encompassing approach, timeline, tools, staffing plan, milestones, risks, resource support, reporting processes, and management strategies.

• Lead the development and presentation of the biweekly Work Plan, detailing work in progress, backlog, achievements, planned tasks, schedule, budget, staffing, deliverables, onboarding, risks, issues, and strategic planning.

• Track performance, communicate deviations and emerging challenges, devise mitigation strategies, and escalate any impacts to cost, schedule, quality, or performance.

• Supervise program schedules, milestones, dependencies, deliverable dates, integrated planning, critical path issues, and schedule discrepancies.

• Head program risk and issue management, including maintaining risk registers, issue tracking, mitigation planning, escalation, and analysis products.

• Manage staffing and resource allocation, encompassing onboarding, access, training, assignments, utilization, performance coordination, offboarding, personnel status, and Government-provided equipment.

• Identify new and evolving support needs and formulate Contractor Execution Plans for optional or emerging tasks.

• Provide daily management feedback and decision-making support regarding goals, scope, requirements, costs, schedules, risks, resources, and operational performance.

• Oversee planning, review, quality control, submission, version management, and repository maintenance of contract deliverables in accordance with VA requirements and Section 508 when applicable.

• Ensure effective meeting governance, including agendas, facilitation, minutes, decisions, action-item tracking, and follow-up.

• Manage financial reporting and management, including invoices, budget execution, obligations, spending plans, and budget-related risks.

• Handle stakeholder communications, executive reporting, data requests, high-visibility inquiries, and management briefings.

• Advocate for process improvement and innovation through automation, intelligent workflows, and advanced technology opportunities.

• Ensure compliance with VA-approved methodologies and governance, including VIP, Product Line Management, SAFe Agile, DevSecOps, Process Asset Library, security, privacy, records management, and technical reference requirements.

• Coordinate cross-functional support among product management, engineering, architecture, security, integration, software quality assurance, release management, configuration management, change management, and training.

• Oversee contractor performance against PWS objectives related to quality, schedule, cost, staffing, and integration, implementing corrective actions as needed.

• Respond to Government inquiries, data requests, reporting requirements, and document retrieval needs within contractual timelines.

• Plan and execute transition activities, knowledge transfer, documentation handoff, offboarding, and continuity of operations during transition or closeout.


⛳️ Requirements

• Bachelor's degree or an Associate's degree plus 4 additional years of experience, or 8 additional years of experience without a degree.

• A minimum of 8 years of relevant experience.

• Proven experience in managing contract performance across scope, schedule, cost, quality, staffing, risk, communications, deliverables, and customer satisfaction.

• Demonstrated capability to lead multidisciplinary teams across program management, product management, financial management, engineering, cybersecurity, architecture, DevSecOps, quality assurance, change management, and communications functions.

• Experience in developing and maintaining project/program management plans, work plans, integrated schedules, staffing plans, risk registers, issue logs, status reports, executive briefings, and contract deliverables.

• Strong familiarity with Agile and hybrid delivery environments and the coordination of product-centric delivery, backlog priorities, dependencies, milestones, risks, and release activities across multiple teams.

• Experience with federal IT governance, performance reporting, contract deliverable management, resource management, and customer-facing program reviews.

• Exceptional communication skills to interact effectively with senior Government executives, contracting officials, program managers, technical leaders, product owners, subcontractors, and cross-functional delivery teams.

• Ability to distill complex program, technical, financial, and operational information into clear, decision-ready recommendations and executive-level status reports.

• Proven leadership in identifying performance challenges, developing corrective actions, resolving cross-team dependencies, and managing organizational change in a complex environment.

• Proficiency in Microsoft 365, Microsoft Project, Teams, SharePoint, Jira, Confluence, ServiceNow, or similar Government-approved tools.

• Capability to meet VA personnel security, background investigation, mandatory training, access, privacy, and information security requirements related to assigned contract tasks.

• Selected applicants will undergo a security investigation and may need to fulfill eligibility requirements for access to classified information.
