Program Manager – ASA, ALT, PMRT Support Services

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead the management, coordination, quality assurance, and oversight of all contractor activities under the task order, which includes subcontractor personnel.

• Guide and coordinate a cross-functional, geographically dispersed team of Management Analysts and Business Analysts embedded within CPE/PAE program offices.

• Ensure disciplined execution of approved plans, schedules, and governance processes under a firm-fixed-price performance structure.

• Act as the primary liaison for the contractor with the AAS COR, ASA(ALT) TPOC, and Government program authorities.

• Be accessible during ASA(ALT) core hours for on-demand support, status updates, and issue resolution.

• Plan and implement contract start-up processes, including coordinating the Project Kick-Off Meeting within 7 days of award and completing Transition-In activities within 30 calendar days of project commencement, ensuring no degradation of service.

• Deliver regular status updates to Government leadership and ensure transparency regarding cost, schedule, performance, and risk.

• Facilitate timely communication, issue escalation, and resolution to support Government decision-making.

• Generate and quality-control contract deliverables, including the Monthly Status Report, Project Status Reports, bi-weekly Technical Status Meetings and minutes, Quality Control Plan, and Personnel Leave/Absence Plan.

• Execute the contractor's quality management program through self-inspection, root-cause analysis, corrective actions, and continuous improvement aligned with Government QASP surveillance and CPARS evaluation.

• Ensure staffing continuity across all supported locations, including leave coverage, backfilling vacated positions within 10 business days, filling new positions within 30 calendar days, and providing Vacancy and Turnover Reporting within 5 business days.

• Oversee personnel security and access compliance, including Secret clearances, CAC/SAAR processing, DD Form 2875 currency, required annual training, and the safeguarding of Government information and property.

• Monitor performance against the PWS Business Analyst quality standard and proactively intervene before issues escalate to the COR.

⛳️ Requirements

• U.S. citizenship is mandatory for access to defense facilities and financial systems.

• An active DoD Secret security clearance is required; must possess Secret or higher.

• A minimum of five (5) years of recent experience in managing programs or supporting DoD/DoW financial management efforts of similar size, scope, and complexity.

• Current project or program management certification: PMP, PgMP, or an equivalent credential from a recognized certification body.

• Extensive knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.

• Practical experience with defense business and accounting systems, particularly GFEBS.

• A Bachelor's degree in business, finance, accounting, public administration, information systems, or a related field, or an equivalent combination of education and progressively responsible experience.

• Experience in supporting ASA(ALT), Army PEO/PM (now CPE/PAE) organizations, or comparable DoD acquisition program offices.

• Familiarity with the PMRT tool suite (CCaR, PDAA, PMRT Enterprise Analytics) and the GFEBS-to-CCaR execution interface.

• Experience with Army acquisition financial execution, including funds distribution, commitments/obligations/expenditures/disbursements, spend plans, reconciliation, reimbursables/G-Invoicing, and year-end close.

• Proven experience leading distributed or remote teams across multiple Government locations.

• Experience managing firm-fixed-price task orders under GSA MAS/AAS.

• Familiarity with Qlik Sense or similar BI/analytics platforms.

• DoD FM Certification, Certified Defense Financial Manager (CDFM), or completion of DAU coursework.
