Program Finance Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Report directly to the VP of FP&A and assist in establishing a new program finance function.

• Oversee financial operations for both BlackSky’s customer-oriented and internal technical programs.

• Spearhead the creation of initial program budgets and reliable Estimates at Completion (EACs) forecasts.

• Aid in the annual corporate operational planning process by providing staffing guidance and performing risk and opportunity analyses.

• Execute monthly and quarterly analyses comparing budget, forecast, and actual performance, while recommending necessary corrective measures.

• Supervise revenue recognition, manage client billing, and enhance fund utilization across program deliverables.

• Develop and sustain financial models that assess program profitability, portfolio performance, capital expenditures, and cash flows.

• Counsel Program Managers on converting operational objectives into financial targets.

• Act as a liaison among FP&A, Program Management, Operations, and Human Resources concerning budget management, resource acquisition, and staffing recommendations.

• Mentor staff analysts and prioritize tasks to maximize team efficiency.

• Generate and present financial dashboards and narrative reports for leadership and stakeholders.

• Uphold internal financial controls and ensure that expenditures comply with the Fiscal Authority Matrix, GAAP, and contractual stipulations.

⛳️ Requirements

• A bachelor’s degree in finance, economics, business management, or a related field.

• At least 8 years of experience in financial management or program/project finance within a professional services and/or government contracting context.

• Strong business acumen complemented by excellent verbal and written communication skills.

• Capacity to establish professional relationships with colleagues and external partners.

• Advanced proficiency in Microsoft Excel modeling.

• Familiarity with data query and visualization tools such as Cognos, SQL, Tableau, or Power BI.

• Proven history of recognizing automation opportunities and enhancing efficiency through the adoption of best practices.

• Ability to operate and make decisions independently with a high degree of autonomy.

• Exceptional attention to detail.

• Must be eligible to obtain a US Security clearance.

• PMP or a similar certification is advantageous but not mandatory.

• Experience in the SaaS, satellite/space, or related technology sectors is a plus.

• TS/SCI Clearance is highly preferred.

• Must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain necessary authorizations from the U.S. Department of State for ITAR compliance.
