Program Control Analyst III

This is a fully remote position, open to applicants in Alabama.

📋 Description

• Oversee project development from initiation to completion utilizing project control methodologies and tools.

• Monitor schedules, key milestones, budgetary allocations, expenditures, and commitments in alignment with project plans.

• Evaluate contract setups within the company's accounting system at the project's inception.

• Assess and report on contract progress across various sizes and complexities.

• Create and reconcile Estimates to Complete (ETC) and Estimates at Completion (EACs).

• Collaborate with Finance, Program Management, and Contracts & Pricing departments.

• Manage subcontract funding administration.

• Prepare Monthly Program Review presentations alongside financial deliverables.

• Generate Rough Order Magnitudes (ROMs) and cost estimates for task order pricing units.

• Process 75% LOF notifications and Risk Authorization Forms.

• Maintain and monitor Work Breakdown Structure (WBS) efforts.

• Liaise with customers or Contracting Officer Representatives (CORs) regarding inquiries, concerns, and issues.

• Analyze trends and variances, identify potential risks and issues, and suggest corrective measures.

• Compile project status, progress, and cost reports for both internal and external stakeholders.

• Maintain a centralized repository of up-to-date project documentation.

• Assist in project management processes and tools.

• Support planning, tracking, analysis, and reporting for projects across various contract types, sizes, complexities, and risk levels.

• Train and assist project managers and team members in project control systems and procedures.

• Conduct post-project evaluations and document lessons learned.

• Manage special projects as assigned by project managers or senior leadership.

⛳️ Requirements

• A minimum of 15 years’ experience in a Project Control Analyst or Project Financial Analyst role involving government service contracts.

• At least 15 years’ experience with the Federal Acquisition Regulations (FAR) and Defense Acquisition policies.

• Over 15 years’ experience in relaying financial information and scenarios to management and Project/Program Managers.

• Proven experience in generating cost performance reports for government contracts.

• Familiarity with FAR and DFAR regulations.

• Knowledge of Forecasting, Cost Burdens, Labor Accounting, Tripwires, Contract Funding Obligation and De-Obligation, and Contract Closeouts.

• Experience with various contract types, including CPFF, CPIF, T&M, and FFP.

• Proficiency in billing invoice processes and understanding unbilled data.

• Experience in Contract Administration is advantageous.

• Working knowledge of Generally Accepted Accounting Principles (GAAP).

• Proficient in Microsoft Windows applications.

• Advanced skills in Microsoft Excel.

• Experience in developing and maintaining intricate financial models.

• Exceptional organizational, analytical, and problem-solving abilities.

• Ability to work autonomously with minimal oversight.

• Certified Project Management Professional (PMP) certification is preferred.

• A Bachelor’s degree in Business Administration, Accounting, Finance, or a related field is preferred.

• Over 15 years’ experience with Government Accounting terminology (CLIN, SLIN, ACRN) is preferred.

• At least 5 years’ experience working with Wide Area Workflow is preferred.

• More than 15 years’ working knowledge and experience with corporate accounting systems such as JAMIS, Deltek, or Oracle is preferred.

• A minimum of 3 years’ working knowledge of Agiloft is preferred.

• At least 3 years’ working knowledge of Google Sheets and Docs is preferred.

• If previously employed by the U.S. government, a post-employment ethics letter will be necessary if an offer of employment with VSolvit is made.
