Program Analyst

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Assist in developing budget estimates for various plans, programs, and activities.

• Provide justification for budget data to aid the Demonstration & Assessment Team in supporting budget estimates.

• Review and summarize financial reports and documents.

• Analyze historical funding data, forecast future funding requirements, and advise senior staff on programmatic funding necessities.

• Maintain comprehensive program records, files, attachments, and exhibits.

• Respond to inquiries and data calls related to DAT financials.

• Support the generation of ERP projects, including work breakdown structures, network activity assignments, Navy data description entries, and funding allocations.

• Assist in the acceptance of funding documents within the IBPES system.

• Resolve ERP financial discrepancies and identify unliquidated obligations and expired funds.

• Develop, monitor, and maintain GT&C agreements.

• Facilitate G-Invoicing to meet DoW funding receipt requirements.

• Monitor and control expenditures by reviewing and consolidating NWA obligation and expenditure data through EDW and ERP reporting tools.

• Recommend funding allocations and modifications based on execution reviews.

• Contribute to the development of NEPS Task Planning Sheets.

• Suggest enhancements to financial program policies and procedures.

• Generate, review, and update PPID records in accordance with accepted statements of work and NEPS entries.

⛳️ Requirements

• Bachelor's Degree.

• At least 8 years of relevant experience.

• Active DoW Secret Clearance.

• Strong financial management capabilities.

• Excellent written, verbal communication, and presentation skills.

• Proven ability to convey technical information to a non-technical audience across all organizational levels.

• Over 3 years of experience with the Navy ERP system.

• More than 1 year of experience with the Navy Enterprise Planning System.

• Previous experience with DoW funding documents, NEPS, PPID, and DoW acquisitions/contracts is preferred.
