This is a fully remote position, open to applicants in District of Columbia.
• Deliver senior principal-level program analysis and governance assistance directly to the Program Manager for a significant DoD digital transformation and enterprise IT modernization initiative.
• Provide guidance on program priorities, risks, dependencies, and strategic choices.
• Convert mission requirements and stakeholder feedback into governance documents, memoranda of agreement, action plans, schedules, decision products, and standardized operating procedures.
• Create and facilitate working groups and governance forums for senior leadership.
• Ensure visibility of risks, decisions, dependencies, milestones, and actions across interconnected workstreams.
• Oversee requirements gathering and business analysis activities; develop and sustain requirements traceability, process maps, and documentation of workflows.
• Generate executive summaries, dashboards, plans of action and milestones, topic maps, and situational awareness products.
• Design and implement workflow automation solutions utilizing Microsoft Power Automate and related tools.
• Construct and maintain integrated solutions using SharePoint, Teams, Smartsheet, and master calendars.
• Conduct stakeholder engagements and assessments of current-state workflows.
• Coordinate simultaneous program initiatives that align with federal policies and enterprise transformation goals.
• Analyze labor distribution, contract line-item allocations, and resource needs.
• Create leadership development and workforce readiness programs that support succession planning and organizational preparedness.
• Present strategic briefings and decision-support materials to senior government and SAIC leadership.
• Act as the organizational spokesperson and primary program analyst contact on policies, plans, and objectives related to the DoD digital transformation program.
• Assist in business development efforts, including technical proposal creation, capability demonstrations, and customer relationship management.
• A Bachelor's degree with ten (10) years or more of relevant experience; or a Master's degree with eight (8) years or more of experience; or a PhD/JD with five (5) years or more of experience.
• 15 years of program analysis and operations experience within the DoD and Intelligence Community, showcasing senior principal-level contributions across complex multi-agency settings.
• Proficiency in Microsoft 365, SharePoint, Teams, Power Automate, Smartsheet, MS Planner, Excel, TMT, and ETMS2.
• Must be a U.S. Citizen.
• Must possess an Active TS/SCI with CI Polygraph to begin employment.
• Experience supporting DoD program executive offices, NAVWAR, NGA, Joint Staff, or related DoD program offices.
• Background in supporting program operations at senior executive and general officer levels, including briefing preparation, strategic communications, and decision support.
• Familiarity with enterprise task management systems such as TMT and ETMS2, along with the development of standard operating procedures and business rules for governance tools.
• Experience performing workforce risk assessments and identifying IT talent shortages in large DoD organizations.
• Proven track record in designing and deploying critical tracking databases and readiness dashboards.
• Knowledge of Lean Six Sigma process improvement methodologies.
• Experience coordinating curriculum modernization and workforce transformation initiatives that align with federal policies and enterprise transformation goals.
• Understanding of DoD enterprise IT modernization and digital transformation efforts.
