Operations Review Specialist

This is a fully remote position, open to applicants in Florida.

📋 Description

• Deliver specialized, part-time advisory and technical assistance for cancer research grant initiatives at the Florida Department of Health.

• Convert peer-reviewed cancer research findings, grant applications, and technical documents into accessible summaries.

• Create briefs, one-pagers, and talking points for departmental leadership and stakeholders.

• Assess cancer research grant applications for scientific validity, methodological integrity, innovation, and alignment with program objectives.

• Provide written evaluations and scores regarding study design, qualifications of the research team, feasibility, and public health implications.

• Offer guidance on criteria establishment and rubric enhancement for upcoming funding cycles.

• Identify gaps, redundancies, and emerging research priorities within state-supported cancer research programs.

• Assist in developing evaluation frameworks to assess both short- and long-term returns on investment for cancer research grant programs.

• Advise on key performance indicators for assessing biomedical research investments.

• Prepare ROI analyses, grant evaluations, and performance reports for senior leadership and legislative audiences.

• Compare Florida's cancer research programs with those of peer states and national best practices.

• Provide ad hoc scientific and technical advice on cancer biology, clinical oncology, research methodologies, and emerging scientific trends.

• Attend meetings, working groups, and consultations as requested by the Division Director and Bureau Chief.

• Refrain from reviewing applications related to organizations with which the consultant has any financial, professional, or personal connections.

⛳️ Requirements

• Doctoral degree (MD, PhD, or equivalent) in oncology, cancer biology, biomedical sciences, public health, epidemiology, or a closely related discipline.

• At least five (5) years of professional experience in cancer research, oncology, or biomedical research program management.

• Proven experience in reviewing grant applications or participating in scientific review panels.

• Demonstrated ability to convey complex scientific ideas to non-technical audiences in both written and verbal forms.

• Experience with research evaluation, program assessment, or performance measurement frameworks.

• Proficiency in literature reviews, scientific databases (e.g., PubMed, ClinicalTrials.gov), and standard office productivity software.

• Established track record in oncology research.

• Disclosure of any conflicts of interest and adherence to applicable Florida ethics laws and Department of Health conflict-of-interest policies.

• Capability to learn and effectively communicate in English, both orally and in writing.

• Successful completion of a security background check and/or drug screening.

• Fulfillment of Form I-9 and employment eligibility verification through E-Verify.
