Operational Technical Engineer

This is a fully remote position, open to applicants in United States.

📋 Description

• Deliver engineering, integration, modernization, sustainment, and cybersecurity assistance for Army FRCS, ICS, UMCS, SCADA, BAS, DDC, and utility metering systems.

• Strategize, design, install, test, and implement OT solutions that enhance facility operations, energy management, infrastructure resilience, and mission assurance.

• Execute site surveys, requirements analysis, stakeholder interviews, infrastructure evaluations, and data gathering.

• Create Site Survey Reports, COAs, technical recommendations, cost estimates, BOMs, and modernization roadmaps.

• Design, engineer, install, integrate, configure, and test OT solutions for Army facilities and utility systems.

• Install, replace, repair, modify, and upgrade meters, sensors, actuators, controllers, PLCs, RTUs, gateways, and communication devices.

• Assist in the deployment and maintenance of SCADA, FRCS, BAS, DDC, UMCS, utility metering, and centralized management systems.

• Develop SDPs, EIPs, network diagrams, wiring packages, migration plans, test plans, and as-built documentation.

• Design and integrate OT communication networks utilizing BACnet, Modbus, LonWorks, IP-based, serial, and vendor-specific protocols.

• Confirm interoperability among control systems, enterprise platforms, cybersecurity measures, and OT devices.

• Conduct FAT, SAT, system validation, troubleshooting, and turnover activities.

• Support OT modernization, technology upgrades, and lifecycle replacement initiatives.

• Diagnose hardware, software, networking, controller, communication, and integration challenges.

• Coordinate installations with facility staff, Government Project Leads, Technical Monitors, vendors, and subcontractors.

• Ensure adherence to UFC, UFGS, Army regulations, FRCS standards, and OT implementation guidelines.

• Assist with RMF, STIG compliance, vulnerability remediation, and secure system integration.

• Provide operator training, technical education, system turnover support, and sustainment guidance.

• Create and maintain project documentation, engineering packages, test reports, training materials, lessons learned, and operational procedures.

⛳️ Requirements

• Current/active Secret clearance or the ability to acquire and maintain one.

• Bachelor’s degree in Electrical Engineering, Systems Engineering, Computer Engineering, Industrial Engineering, Operational Technology, Cybersecurity, Information Technology, or a related technical field; equivalent experience may be accepted in place of education.

• CompTIA Security+ certification is mandatory.

• At least five (5) years of experience in supporting OT, ICS, SCADA, BAS, FRCS, UMCS, utility metering, or industrial automation settings.

• Experience in installing, integrating, configuring, and supporting PLCs, RTUs, metering systems, SCADA platforms, BAS solutions, and OT networks.

• Proficiency in conducting site surveys, infrastructure assessments, requirements analysis, and developing engineering documentation.

• Experience in creating engineering drawings, network diagrams, panel layouts, wiring diagrams, and installation packages.

• Capability to support field deployments and liaise directly with customers, facility staff, vendors, and project stakeholders.

• Knowledgeable in OT networking, communication protocols, and system integration methodologies.

• Willingness to travel frequently across CONUS and OCONUS locations.

• Capability to sit for extended periods.

• Ability to stand and walk through industrial, utility, and facility environments.

• Ability to lift and carry equipment weighing up to 40 pounds.

• Ability to climb ladders and access rooftops, utility spaces, mechanical rooms, and control facilities.

• Ability to work in data centers, utility plants, industrial facilities, and operational environments.

• Preferred: Experience with Army Metering Programs, FRCS modernization, Installation Energy Programs, Utility Monitoring Programs, or similar Army OT initiatives.

• Preferred: Familiarity with Niagara Framework, WebCTRL, Johnson Controls, Schneider Electric EcoStruxure, Siemens Desigo, Tridium, Honeywell, or similar OT platforms.

• Preferred: Knowledge of enterprise OT architectures and centralized management platforms.

• Preferred: Understanding of NIST SP 800-82, RMF, STIG, Zero Trust, and OT cybersecurity best practices.

• Preferred: Experience with cybersecurity assessments, security controls, and ATO activities.

• Preferred: Experience in developing migration plans and large-scale OT modernization and technology refresh projects.

• Preferred: Knowledge of cloud-hosted OT architectures, enterprise data repositories, analytics platforms, and centralized monitoring solutions.

• Preferred: Experience with utility metering and integration of electrical, gas, water, steam, and thermal energy monitoring.

• Preferred: Familiarity with energy management systems, smart building technologies, and facility automation concepts.

• Desired certifications: PMP, CompTIA SecurityX or CISSP, GICSP, CSSA, ISA/IEC 62443, NCP, vendor-specific BAS/SCADA/PLC/OT certifications, or Microsoft/Cisco/industrial networking certifications.
