Migration Team Lead

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead and oversee the daily operations of the migration enablement team.

• Provide technical guidance, prioritize workloads, and monitor performance across active enablement workstreams.

• Direct the technical evaluation of pre-registered applications while documenting identity states, conducting gap analyses, maintaining risk registers, and outlining enablement pathways.

• Develop and execute application-specific enablement strategies, which may include self-service, automated, and white-glove pathways.

• Supervise logical network connections between the ICAM stack and targeted applications.

• Ensure that authentication requests utilize Okta IdP and that access management employs SailPoint IGA in a production environment.

• Lead the creation and implementation of custom tools, scripts, and middleware for integrating legacy applications.

• Offer architectural guidance on redesigning RBAC and ABAC access control frameworks.

• Assist Application Owners in navigating registration, credential issuance, enrollment, authentication, authorization, and User Acceptance Testing (UAT).

• Manage the enablement pipeline while keeping real-time status updates in tracking databases and metrics dashboards.

• Execute the Application Owner Escalation Matrix and oversee Government-Induced Hold statuses.

• Modify team composition and allocate resources based on workload, complexity, and specific areas of expertise.

• Collaborate with the Program Manager and Deputy Program Manager regarding status, risks, and recommendations for issue resolution.

• Ensure adherence to DoD security requirements, including CUI handling, OPSEC, DFARS, and DoDM 8140.03.

• Assist in test planning, facilitate UAT events, resolve defects, and prepare Software Test Reports.

• Guarantee that integrations, connectors, APIs, and custom tools comply with DFARS data rights provisions and are properly documented for Government delivery.

• Maintain institutional knowledge and implement effective knowledge management practices.

• Enhance enablement processes, playbooks, and standard operating procedures.

⛳️ Requirements

• Bachelor's degree in Computer Science, Information Technology, Cybersecurity, Information Systems, or a related field from an accredited institution.

• A minimum of 7 years of experience in the field of information technology.

• At least 3 years in a technical lead or team lead role, managing IT integration, migration, or identity management projects.

• Minimum of 3 years of hands-on experience with Identity and Access Management (IAM) technologies, enterprise application integration, or related cybersecurity fields.

• Proven experience leading technical teams through complex, multi-phase IT integration or migration programs within a federal government setting.

• Active Secret clearance is required.

• Must be able to meet the criteria for CAC-card issuance and NIPRNet access.

• Completion of annual DoD CyberAwareness training and certification is necessary.

• Exceptional written and verbal communication skills in English.

• Practical experience with Identity Provider technologies, particularly Okta, including SSO configuration, MFA implementation, and application integration.

• Hands-on experience with Identity Governance and Administration platforms, especially SailPoint IdentityIQ, encompassing automated provisioning and deprovisioning, entitlement management, and access certification campaigns.

• Familiarity with SAML, OAuth 2.0, OIDC, and SCIM standards.

• Experience in integrating modern and legacy applications with enterprise identity platforms, including custom connectors, middleware, or scripts.

• Understanding of RBAC and ABAC design principles.

• Experience in managing and executing UAT activities, including test plan development, defect tracking, and test reporting.

• Capability to develop and implement tiered enablement strategies.

• Knowledge of Zero Trust Architecture principles in a DoD context.

• Ability to manage multiple application enablement projects concurrently.

• Familiarity with CUI handling, OPSEC, DFARS 252.204-7012, and DoDM 8140.03 cybersecurity certification requirements.

• Proficiency in Microsoft Office Suite and Microsoft Teams.

• Ability to obtain and sustain required DoD cybersecurity certifications per DoDM 8140.03, such as Security+ for IAT II or its equivalent.

• Preferred: Master's degree in a relevant discipline.

• Preferred: Prior experience in DoD IT programs, particularly in ICAM or Zero Trust.

• Preferred: Experience with IDIQ/Task Order contract vehicles.

• Desired: Certifications in Okta or SailPoint, CISSP, CompTIA Security+, PMP, Section 508, CDRL, SOD, Agile/Waterfall methodologies, program tracking databases, metrics dashboards, and DFARS data rights.
