Mid-Level Exercise Planner

This is a fully remote position, open to applicants in United States.

📋 Description

• Assist and take charge of various facets of exercise design, development, execution, and evaluation across a range of exercises.

• Liaise and collaborate with the exercise support team, Senior Exercise Planners, Exercise Leads, and relevant stakeholders.

• Engage in meetings to guarantee the timely preparation of materials and the smooth execution of exercises.

• Aid in planning meetings by creating agendas, presentations, notes, and minutes.

• Produce essential exercise documentation and artifacts, which include CONOPS, EXPLAN, SITMAN, MSEL, COSIN, evaluation forms, and invitations/sign-in sheets.

• Facilitate comprehensive exercise execution, covering concept and scope, execution support, evaluation strategy, and post-exercise reporting.

• Develop and manage exercise documentation packages effectively.

• Assist with participant registration and tracking by utilizing program technical tools.

• Gather and structure findings, recommendations, and lessons learned for post-exercise deliverables.

• Provide regular updates to Exercise Leads and the exercise support team.

• Attend and actively participate in exercises within the designated region.

• Create new CISA Tabletop Exercise Packages and keep the CTEP scenario library up to date.

• Assist in internal training sessions for NCEP staff.

• Support program operations, including managing an exercise calendar, organizing content on CISA.gov and other platforms, and coordinating all-hands meetings.

⛳️ Requirements

• Capability to obtain DHS Suitability / CISA EOD.

• Over 5 years of experience in HSEEP exercise design, development, execution, and evaluation.

• Experience in coordinating with diverse stakeholders across technical, operational, governmental, and private-sector contexts.

• Proficiency in analyzing complex cyber scenarios and pinpointing gaps in technical, operational, procedural, communications, and information-sharing areas.

• FEMA HSEEP Certification or the ability to obtain HSEEP certification within 30 days of contract commencement.

• Strong writing abilities to create refined exercise materials, documents, and post-exercise outputs.

• Proven capability to manage time effectively, meet deadlines, and achieve milestones.

• Availability to work during Eastern Time Zone hours.

• Willingness to be on camera during Microsoft Teams meetings when necessary.

• Preferred: Experience in cybersecurity operations, cyber threat analysis, incident response, vulnerability management, cyber risk management, or cyber exercise planning.

• Preferred: FEMA Master Exercise Practitioner (MEP).

• Preferred: Experience in supporting cybersecurity-focused scenarios and engaging stakeholders across governmental and private sector partners.

• Preferred: Relevant cybersecurity certifications, including CISSP, CEH, or GIAC.

• Preferred: Experience in contributing to AAR development and effectively communicating findings to both technical and non-technical audiences.
