This is a fully remote position, open to applicants in District of Columbia, +1 more state.
β’ Assist Contracting Officers and Contract Specialists throughout the entire federal acquisition lifecycle, encompassing planning, solicitation development, evaluation, award, administration, modification, and closeout.
β’ Examine procurement requirements and acquisition packages for completeness, accuracy, and compliance with regulations.
β’ Support program offices and requiring activities in preparing acquisition-ready requirements documentation.
β’ Investigate and assess federal acquisition regulations, policies, directives, market information, technical documentation, and historical procurement data.
β’ Offer acquisition guidance and business advice to stakeholders involved in the acquisition process.
β’ Create, review, and maintain acquisition plans, strategies, procurement documentation, and tracking tools.
β’ Develop and analyze Independent Government Cost Estimates as well as contractor cost and pricing data.
β’ Assist with cost-benefit analyses, price reasonableness recommendations, and evaluations of procurement alternatives.
β’ Coordinate milestones, performance requirements, deliverables, schedules, and contractual documents.
β’ Oversee contract performance and provide assistance with issues related to performance, payments, changes, claims, deliverables, funding, and contractual terms.
β’ Prepare contract modifications and the necessary supporting documentation.
β’ Assist with change orders, supplemental agreements, delivery orders, and other actions post-award.
β’ Collaborate with VA leadership, contracting personnel, program offices, technical experts, and stakeholders to address acquisition challenges.
β’ Carry out acquisition-related administrative and logistical tasks.
β’ Ensure acquisition documentation is complete, accurate, organized, and ready for audit.
β’ A minimum of three (3) recent years of relevant federal acquisition experience within the last five years providing comprehensive acquisition or contract support services.
β’ Experience in supporting both pre-award and post-award federal acquisition activities.
β’ Proficient knowledge of the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and relevant federal procurement policies and procedures.
β’ Strong grasp of the federal acquisition lifecycle and the associated documentation.
β’ Experience in researching and interpreting federal acquisition regulations, policies, guidance, and directives.
β’ Experience in reviewing or developing procurement requirements and acquisition packages.
β’ Ability to conduct thorough research and analysis of technical, cost, and pricing information.
β’ Experience in assisting with the development or analysis of Independent Government Cost Estimates (IGCEs).
β’ Capability to evaluate pricing information and support price reasonableness analyses and recommendations.
β’ Experience in supporting contract administration activities, including contract modifications, change orders, supplemental agreements, delivery orders, or similar actions.
β’ Effective communication skills with Contracting Officers, Contract Specialists, program managers, technical staff, leadership, contractors, and other stakeholders.
β’ Strong analytical, organizational, research, writing, and problem-solving abilities.
β’ Capacity to manage multiple acquisition actions, deadlines, and priorities within a federal contracting environment.
β’ Bachelor's degree in any field; or at least 24 semester hours of coursework in specified business, finance, law, contracts, purchasing, economics, management, marketing, or quantitative disciplines.
β’ Preferred: experience in acquisition or contracting support with the Department of Veterans Affairs, a VA Network Contracting Office, or a comparable organization, including acquisition plans, procurement packages, IGCEs, price analyses, contract modifications, contract administration documentation, VA-related acquisitions, and warranted Contracting Officers or federal program offices.
