This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Offer mid-level federal acquisition assistance throughout acquisition planning, solicitation, evaluation, award, contract administration, and closeout processes.
• Aid in market research, development of acquisition documentation, and formulation of procurement strategies.
• Draft and refine RFPs, RFQs, solicitation documents, and various other acquisition-related materials.
• Assess SOWs, SOOs, PWSs, and requirements documentation to ensure they are complete and ready for acquisition.
• Create and evaluate pre-procurement packages along with supporting documents.
• Track workload and deliver timely updates on assigned contractual activities.
• Support IDIQ contracts, BPAs, task orders, delivery orders, call orders, contracts, and purchase orders.
• Utilize knowledge of Firm-Fixed Price, Cost-Reimbursable, Labor Hour, and Time and Materials agreements.
• Assist in cost and price analysis and review documentation for price reasonableness.
• Prepare and assist with contract modifications related to requirements, funding, performance periods, or other terms.
• Support activities concerning termination, default, and closeout.
• Conduct routine contract administration with minimal Government supervision.
• Investigate procurement issues, identify solutions, and aid in resolving acquisition challenges.
• Validate procurement and contract data to ensure accuracy, completeness, and consistency.
• Utilize federal acquisition electronic tools, systems, and contract-writing platforms.
• Provide additional acquisition assistance to FTA programs as assigned.
• Independently evaluate assigned tasks and offer recommendations or feedback to Government personnel.
• Bachelor’s degree in a relevant discipline and applicable federal contracting experience; or equivalent experience that meets the position requirements.
• Minimum of 5 years of pertinent contracting or acquisition experience.
• Alternatively, completion of at least 24 semester hours in subjects such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, along with a minimum of 5 years of relevant experience.
• Proven experience in mid-level federal Contract Specialist or Contract Administrator roles.
• Familiarity with the Federal Acquisition Regulation.
• Experience facilitating federal procurement actions across multiple phases of the acquisition lifecycle.
• Knowledge and practical experience with Firm-Fixed Price, Cost-Reimbursable, Labor Hour, and Time and Materials contracts.
• Background in supporting IDIQ contracts, BPAs, task orders, delivery orders, call orders, and purchase orders.
• Experience in preparing or reviewing federal acquisition documentation, solicitation materials, and contract administration tasks.
• Understanding of cost and price analysis concepts and methodologies.
• Experience in supporting contract modifications and closeout activities.
• Capability to independently analyze acquisition assignments and provide constructive feedback and recommendations.
• Excellent written and verbal communication abilities.
• Strong organizational skills and meticulous attention to detail.
• Proficient in Microsoft Word and Excel.
• Experience utilizing Google Calendar, Sheets, Gmail, Docs, Slides, Drive, Meet, or similar platforms.
• Strong internet and market research capabilities.
• Preferred: Knowledge of FAR Parts 12, 13, 37, 43, and 4.804; Federal Supply Schedule/GSA procedures; familiarity with PRISM or another federal contract writing system; prior experience with DOT, FTA, or federal civilian agencies.
