Managing Consultant, Emergency Management Individual Assistance

This is a fully remote position, open to applicants in Colorado, +5 more states.

📋 Description

• Lead response and recovery initiatives encompassing Individual Assistance, mass care, housing, human services, and survivor support.

• Act as a subject matter expert, project manager, program coordinator, task lead, or field operations leader.

• Convert client and incident priorities into actionable work plans, staffing assignments, schedules, deliverables, and performance metrics.

• Mobilize and oversee field teams while ensuring the monitoring of operations, quality, risks, budgets, documentation, and corrective measures.

• Provide technical and operational expertise on FEMA Individual Assistance and related survivor-service programs.

• Plan and coordinate efforts in mass care, emergency assistance, temporary housing, case management, and other human services.

• Counsel clients on program design, eligibility criteria, workflows, documentation, quality assurance, and service coordination.

• Tackle access, equity, privacy, resource gaps, and emerging needs with community partners, employing a survivor-centered approach.

• Establish trustworthy relationships with clients and provide guidance on preparedness, response, recovery, and human services operations.

• Facilitate planning sessions, briefings, stakeholder meetings, training, exercises, and executive updates.

• Develop and review plans, procedures, reports, assessments, and recommendations.

• Manage priorities, quality, deliverables, and lessons learned in dynamic environments.

• Identify client needs, opportunities, and partnerships to enhance ACDC’s Individual Assistance and human services portfolio.

• Advance qualified opportunities through business development pipelines and capture processes.

• Serve as a technical writer, reviewer, and subject matter contributor for proposals, qualifications, and scopes of work.

• Represent ACDC in client and industry forums and coordinate growth initiatives with operational and corporate teams.

• Supervise and mentor consultants, employees, subcontractors, and deployed project teams as assigned.

• Engage in business development, proposal responses, marketing materials, teaming relationships, and contract expansion.

• Ensure compliance with applicable state and federal policies, procedures, and guidance documents.

• Lead training events and information sessions for clients and communities.

• Conduct quality-control reviews of consultant work and client-provided documents.

• Deploy to the field during disasters to support or co-lead relief operations and emergency activations.


⛳️ Requirements

• Bachelor’s degree in emergency management, public administration, social work, human services, public health, business, or a related field; relevant additional experience may be accepted in lieu of a degree.

• 7+ years of progressively responsible experience in emergency management, disaster response or recovery, human services, humanitarian operations, mass care, housing, or Individual Assistance.

• 3+ years of experience leading projects, programs, workstreams, or operational teams.

• Proven experience supporting disaster survivors and collaborating with state, local, tribal, territorial, federal, nonprofit, faith-based, community, or private-sector partners.

• 3+ years of experience in developing operational plans, procedures, reports, briefings, or other client deliverables.

• 3+ years of experience contributing to proposals, capture activities, client development, or growth initiatives.

• 3+ years of experience deploying to or working in incident, emergency operations, disaster recovery, or similarly time-sensitive environments.

• Must be 18 years of age or older.

• Eligibility to work in the United States without employer-sponsored visa is required.

• Must pass company and any applicable client background check and reference check upon offer of employment.

• Advanced knowledge of Individual Assistance, mass care, housing, human services, and survivor-support operations.

• Working knowledge of FEMA programs, the National Response Framework, ESF #6, NIMS, and incident management structures.

• Ability to lead field teams and manage projects, schedules, budgets, risks, deliverables, and client expectations.

• Strong skills in facilitation, technical writing, briefing, analysis, and executive communication.

• Capability to design accessible, equitable, survivor-centered programs and simplify complex information into actionable recommendations.

• Proficiency in Microsoft Office and common project management, collaboration, reporting, and CRM platforms.

• Willingness to travel and deploy to client sites for extended durations.

• Ability to work evenings and weekends as necessary.

• Mobility required on-site with clients; capability to lift up to 25 lbs. repetitively.
