This is a fully remote position, open to applicants in Arizona.
• Oversee procurement operations for various programs within the Raytheon portfolio.
• Foster supplier relationships and manage subcontracting activities.
• Direct the acquisition process from the initial requirements to product delivery, support, and payment.
• Prepare and solicit RFQs, RFPs, and RFIs from potential subcontractors.
• Conduct analysis of cost/price, technical capabilities, and financial stability.
• Assess proposals and quotations.
• Manage supplier critical paths to support program milestones.
• Monitor and report on supplier costs, schedules, and status; suggest or implement corrective measures.
• Review Statements of Work and internal estimates.
• Formulate negotiation strategies and lead formal negotiations regarding price, delivery, and terms.
• Place high-value, complex purchase orders.
• Conduct risk assessments and develop mitigation strategies.
• Collaborate with Business EXIM, Legal, senior management, gate reviews, both internal and external stakeholders, as well as program teams.
• Travel to RTX and supplier locations as required.
• Handle escalations and resolve issues involving internal customers and suppliers.
• Drive procurement metrics, including Late to Place, Late to Dock, and Delinquent Material.
• Generally requires a bachelor’s degree and 8 years of relevant experience, or an advanced degree and 5 years of relevant experience in supply chain management or a related field.
• Familiarity with Federal Acquisition Regulations (FAR/DFARS).
• Experience with written contractual authorizations/vehicles, such as Firm Fixed Price and Cost Plus.
• U.S. citizenship is mandatory for accessing certain essential systems.
• Must be a U.S. Person or eligible to acquire necessary export authorizations.
• A master’s degree in supply chain, Business Finance, or a STEM field is preferred.
• Prior experience in the defense sector is preferred.
• Knowledge and compliance with FAR/DFARS.
• Experience in analyzing Cost and Pricing Data and assessing proposal compliance under FAR 15.4.
• Familiarity with the technical requirements of procured hardware and services, including reviewing Statements of Work.
• Experience with ITAR.
• Understanding of purchasing agreements, negotiation techniques, terms and conditions, purchasing concepts, material management principles, and negotiation tactics.
• Capability to complete compliant EPAD Packages.
• Strong analytical and problem-solving abilities.
• Ability to work independently, adjust to shifting priorities, and handle a high workload.
• Capacity to multitask efficiently in a dynamic, fast-paced setting.
