Manager – Pole Attachment & Make-Ready

This is a fully remote position, open to applicants in Florida, +3 more states.

📋 Description

• Oversee and manage the complete pole attachment application process with investor-owned utilities, electric cooperatives, and municipal pole owners throughout all markets in the Southeastern United States.

• Monitor permit submissions, reviews, and approval timelines for each project; escalate delayed applications with pole owners or contracted engineering vendors.

• Organize make-ready engineering surveys, cost assessments, and construction scheduling in collaboration with pole owners and third-party engineering firms.

• Evaluate make-ready cost estimates and construction packages for accuracy and alignment with project scope and budget.

• Maintain a tracking log for permits and make-ready activities categorized by project, region, and pole owner; provide regular status updates to Construction and New Market Development leadership.

• Identify and address conflicts related to pole ownership, existing attacher make-ready, and joint-use agreements.

• Plan the sequence of make-ready work prior to the commencement of fiber construction.

• Act as the main point of contact for pole owner engineering and permitting departments, including OTMR processes where applicable.

• Assist in planning for new market launches by providing pole attachment timeline estimates and assessing permitting risks.

• Review and interpret joint-use and pole attachment agreements; escalate contract or rate-related issues to the Legal team or management.

• Keep documentation for permit approvals, make-ready notifications, and attachment records for auditing and compliance purposes.

• Execute additional duties as assigned.

• Report directly to the Vice President of PMO.


⛳️ Requirements

• A minimum of 10 years of experience in pole attachment permitting, make-ready engineering, and utility joint-use coordination within telecommunications and fiber construction is required.

• Proven experience with FTTH or CLEC construction programs is mandatory.

• Comprehensive understanding of NESC clearance standards, pole loading concepts, and make-ready construction practices.

• Knowledge of FCC pole attachment regulations and state-specific pole attachment and One-Touch Make-Ready (OTMR) guidelines.

• Experience collaborating with electric utilities, cooperatives, or municipal pole owners on attachment applications.

• Strong organizational abilities to monitor permitting statuses across multiple concurrent projects and markets.

• Excellent written and verbal communication skills for effective coordination with external pole owners, engineering vendors, and internal teams.

• Proficient in permit tracking spreadsheets or databases as well as general office software.

• Experience with pole attachment and make-ready software and tracking platforms is preferred.

• Familiarity with GIS and mapping tools for assessing pole routes and attachment sites is advantageous.

• A Bachelor's degree in Engineering, Construction Management, or a related field is preferred; equivalent combinations of education and directly related experience will be considered.

• Willingness to travel periodically to regional offices, active markets, and meetings with pole owners.

• Attendance at company meetings as necessary.

• Ability to spend extended periods sitting at a desk and working on a computer.
