Manager – Operations, Recycling & Hauling

This is a fully remote position, open to applicants in Colorado.

📋 Description

• Oversee daily operations, team collaboration, and performance management for CAA’s open market recycling collection network throughout Colorado.

• Convert operational efficiencies into practical workplans.

• Direct the Open Market business segment, managing timelines, risks, and deliverables related to implementation, service expansion, service agreement modifications, compliance, and collection performance.

• Handle relationships and operations with private-sector service providers for Open Market EPR programs.

• Lead and assist collection program staff, ensuring prioritization, accountability, coordination, and successful completion of assigned tasks.

• Represent CAA Colorado in meetings with service providers and industry professionals.

• Supervise service provider onboarding, operational readiness, service delivery, reporting, annual cost assessments, reimbursement modifications, and compliance with service levels.

• Analyze operational, contractual, reporting, and performance metrics; pinpoint issues, trends, risks, and areas for improvement.

• Drive corrective action follow-ups and performance enhancement initiatives, escalating significant issues to the Director of Operations.

• Collaborate with legal, procurement, claims, finance, compliance, project managers, consultants, and CAA national teams on contracts and program operations.

• Oversee activities related to collection implementation, provider support, drop-off operations, service expansion, and enhancements to customer experience.

• Work with communications on educating and reaching out to service providers.

• Partner with State leadership to promote regulatory advancements in EPR.

• Assist with procurement and contract activities, including scopes, evaluation materials, vendor communications, implementation plans, and contract management.

• Support studies, pilots, and process enhancements involving alternative collection methods or operational improvements.

• Report directly to the Director – Operations, CO.

• Carry out additional related duties as assigned.

⛳️ Requirements

• Proven knowledge of residential recycling collection operations, drop-off sites, contracted collection, service provider networks, and logistics.

• Experience in supporting RFPs, evaluation criteria, technical and financial assessments, contract negotiations, implementation planning, and ongoing contract management.

• Background in supervising or leading small teams, setting priorities, coaching staff, and ensuring compliance with deadlines and deliverables.

• Proficient in workflow automations, AI, Salesforce, and back-office technology platforms.

• Bachelor’s degree in business, operations, sustainability, engineering, or a related field, or equivalent professional experience.

• Over 5 years of relevant experience in recycling, solid waste, procurement, contract management, operational program management, vendor management, account management, or service provider operations.

• Must maintain a valid driver’s license and an acceptable driving record.

• Willingness to travel for meetings with service providers, haulers, transfer stations, MRFs, drop-off sites, and other operational partners.
