This is a fully remote position, open to applicants in Colorado.
• Oversee the daily operations, team collaboration, and performance management of CAA’s recycling collection network throughout Colorado.
• Convert operational efficiencies into practical work plans.
• Manage the Local Government business segment, including timelines, risks, and deliverables.
• Assist in the implementation, expansion, and enhancement of services, along with changes to service agreements, compliance, and collection performance targets.
• Handle municipal relationships and operations pertaining to Local Government EPR programs.
• Lead and guide collection program staff, establishing priorities, accountability, coordination, and completion of assigned tasks.
• Represent CAA Colorado at local government gatherings, such as council meetings, commissioner meetings, and work sessions.
• Supervise service provider performance, encompassing onboarding, operational readiness, service delivery, reporting, annual cost assessments, reimbursement change orders, and service-level compliance.
• Analyze operational, contractual, reporting, and performance metrics; identify issues, trends, risks, and opportunities for improvement.
• Drive corrective action follow-ups and performance enhancement initiatives for underperforming service providers.
• Collaborate with legal, procurement, claims, finance, compliance, project managers, consultants, and national teams regarding contracts and program operations.
• Oversee collection implementation activities, local government collection support, drop-off operations, service expansion, and enhancements to resident experience.
• Work together on government education and outreach service agreements as well as regulatory advancements in EPR.
• Assist with procurement and contract-related activities, including scopes, evaluation materials, vendor communications, implementation strategies, and contract management.
• Support studies, pilots, and process improvements focused on alternative collection methods or operational enhancements.
• Carry out additional related duties as assigned.
• Bachelor’s degree in business, operations, sustainability, engineering, public administration, or a related field, or equivalent professional experience.
• Over 5 years of relevant experience in recycling, solid waste, public procurement, contract administration, municipal services, operational program management, vendor management, or business-to-government service delivery.
• Possession of a valid Driver’s license with a satisfactory driving record.
• Proven understanding of residential recycling collection operations, drop-off sites, local ordinances, contracted collection, and logistics.
• Experience in supporting RFPs, evaluation criteria, technical and financial reviews, contract negotiations, implementation planning, and ongoing contract administration.
• Experience in supervising or leading small teams, assigning priorities, coaching staff, and ensuring adherence to deadlines and deliverables.
• Proficient in workflow automations, AI, Salesforce, and back-of-house technology platforms.
• Willingness to travel to meet with service providers, local governments, transfer stations, MRFs, drop-off sites, and other operational partners.
