Manager – Operations, Municipal Recycling

This is a fully remote position, open to applicants in Colorado.

📋 Description

• Oversee the daily operations, team collaboration, and performance management of CAA’s recycling collection network throughout Colorado.

• Direct the Local Government business segment, overseeing timelines, risks, deliverables, implementation, service expansion, modifications to service agreements, compliance, and collection performance targets.

• Manage municipal relationships and operations for Local Government Extended Producer Responsibility (EPR) programs within the public sector.

• Lead and support the collection program staff by establishing priorities, accountability, coordination, and ensuring completion of assigned tasks.

• Represent CAA Colorado at local government meetings, which include council, commissioner, and work-session gatherings.

• Supervise service provider performance, including onboarding, operational readiness, service delivery, reporting, annual cost assessments, reimbursement modifications, and adherence to service levels.

• Analyze operational, contractual, reporting, and performance metrics; identify concerns, trends, risks, and opportunities for improvement.

• Lead follow-up on corrective actions and performance enhancement initiatives for underperforming service providers.

• Collaborate with legal, procurement, claims, finance, compliance, project managers, consultants, and national teams on contracts and program operations.

• Oversee collection implementation tasks, local government collection support, drop-off operations, service expansion, and enhancements to resident experience.

• Work together on government education and outreach service agreements, as well as regulatory progress in EPR.

• Assist with procurement and contract activities, including scopes, evaluation materials, vendor communications, implementation strategies, and contract management.

• Support studies, pilot programs, and process enhancements involving alternative collection methods or operational improvements.

⛳️ Requirements

• Bachelor’s degree in business, operations, sustainability, engineering, public administration, or a related field, or equivalent professional experience.

• Over 5 years of pertinent experience in recycling, solid waste management, public procurement, contract administration, municipal services, operational program management, vendor management, or business-to-government service delivery.

• Proven understanding of residential recycling collection operations, drop-off locations, local regulations, contracted collection, and logistics.

• Experience in supporting RFPs, establishing evaluation criteria, conducting technical and financial assessments, negotiating contracts, planning implementation, and managing ongoing contract administration.

• Background in supervising or leading small teams, setting priorities, coaching staff, and ensuring progress towards deadlines and deliverables.

• Proficient in workflow automation, AI, Salesforce, and back-office technology platforms.

• A valid driver’s license with a satisfactory driving record.

• Willingness to travel for meetings with service providers, local governments, transfer stations, MRFs, drop-off locations, and other operational partners.
