This is a fully remote position, open to applicants in United States.
• Conduct research and offer analytical assistance to DSCU faculty and staff.
• Lead and prioritize content vetting, product development, reviews, dissemination strategies, and stakeholder coordination.
• Gather research findings and perform literature reviews using existing research materials, catalogs, and various sources.
• Analyze collected research and findings to pinpoint relevant security cooperation information.
• Transform findings into actionable indicators, evidence-based recommendations, and practical products.
• Identify information gaps and usability issues.
• Synthesize findings into indicators for Job Aids.
• Design and create evidence-based Job Aids that represent research findings and complex data; produce approximately 15–20 final products annually utilizing 35–45 verified data sources.
• Prepare, update, and oversee the Quarterly Knowledge Products Plan.
• Perform final reviews of products prior to dissemination.
• Coordinate guest speakers, panels, briefings, and consultations under DSCU guidance.
• Support the research-driven mission and training initiatives of the CY-RALLI Institute.
• Master’s degree in a relevant research field.
• 10+ years of experience in or supporting the US government.
• Must be a US Citizen with an active Secret Clearance or the capability to obtain a favorable suitability adjudication based on a Tier 3 background investigation.
• Research, storyboard, and create visual materials for executive-level and academic presentations.
• Establish metrics and feedback mechanisms to assess product contributions to workforce readiness and evidence-based decision-making.
• Conduct research and analysis on Security Cooperation workforce needs, gaps, lessons learned, and best practices.
• Build relationships with subject matter experts and practitioners.
• Strong client-facing communication and stakeholder engagement skills.
• Excellent oral, written, and interpersonal communication capabilities.
• Proficiency in Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint) and AI tools.
• Certification in Training Management is preferred.
• Significant experience in the Security Cooperation environment is preferred.
• Knowledge of Security Cooperation policies and regulations is preferred.
• Experience supporting DSCU, DSCA, or similar defense security cooperation training, research, education, and institutional capacity-building is preferred.
• Experience utilizing process improvement, business process re-engineering, or automation strategies is preferred.
