This is a fully remote position, open to applicants in Maryland, +1 more state.
• Plan, lead, and oversee cross-functional team activities, including various subcontractors, throughout the entire project management lifecycle.
• Maintain responsibility for project finances, operational budgets, staffing, subcontractor management, resources, and risk assessment.
• Identify, recruit, and onboard resources, including the selection of subcontractors.
• Develop, schedule, monitor, and report on project activities.
• Guide teams in understanding client requirements and converting them into operational plans.
• Ensure compliance with contract and project specifications, including physical and cybersecurity standards, regulatory requirements, and user experience considerations.
• Organize, lead, and document status review meetings with project teams and clients.
• Assist senior management with proposals, bids, contracts, estimates, and timelines.
• Identify, suggest, and cultivate on-contract growth opportunities.
• Mentor and advise clients and subcontractor partners on project management practices and procedures.
• Manage project requirements, scope, and change management processes.
• Coach and guide cross-functional team members to achieve objectives and timelines while addressing technical or operational challenges.
• Establish metrics for KPIs and quality assessments.
• Review, provide feedback on, and approve project deliverables.
• Recommend and implement automated project management systems.
• Identify and suggest contingency measures.
• Develop communication plans for stakeholder information exchange.
• Advise senior management on project management capabilities and risks.
• Monitor emerging technologies and project management methodologies.
• Perform additional duties as assigned.
• Demonstrated ability to plan, direct, coordinate, and manage multiple interrelated programs simultaneously within a complex, multi-stakeholder environment.
• Strong leadership and talent management skills, including recruiting, assigning, developing, and retaining project and program management professionals.
• Experience in prioritizing tasks, directing focus, and effectively delegating responsibilities.
• Excellent facilitation, negotiation, and stakeholder management skills at the executive and client leadership levels.
• Experience in developing and institutionalizing PMO governance frameworks, including policies, standards, and procedures.
• Entrepreneurial mindset with a proven track record in fast-paced, self-directed environments.
• Strong financial expertise, including portfolio-level budgeting, forecasting, and earned value management (EVM).
• Executive presence with the ability to communicate complex business and technology topics as actionable insights for government executives.
• Ability to establish relationships and communicate effectively with internal teams, subcontractors, clients, and government entities.
• Experience in change leadership, promoting consistency and ongoing improvement.
• Proficient in waterfall, agile, and hybrid project/program management methodologies.
• Strong technical comprehension of enterprise information technologies.
• Excellent analytical and problem-solving capabilities.
• In-depth knowledge of FFP, T&M, CPFF, and IDIQ contract types, with the ability to analyze and enforce contractual obligations.
• Capacity to quickly learn, understand, and apply new technologies.
• Must be eligible to obtain a DoD Secret clearance or equivalent within 90 days of hire; existing clearance is preferred.
• Must be legally authorized to work in the United States without employer sponsorship.
• Bachelor’s degree in computer science, MIS, Business, or a related field; an Associate’s degree plus four additional years of qualifying experience may fulfill the educational requirement.
• At least ten years of specialized experience leading successful projects and programs, including a minimum of five years supervising or managing project/program managers.
• Proven experience managing a portfolio of multiple, interrelated programs concurrently.
• Project Management Professional (PMP) certification is mandatory.
• PgMP certification is preferred.
• Current cybersecurity certification compliant with DoD 8570.1 IAM Level II or higher is preferred.
• Must reside in DC, Maryland, or Virginia.
• Occasional travel to engage with clients, government officials, and other stakeholders.
