
Junior Budget Execution Analyst – Supporting NOAA

This is a fully remote position, open to applicants in Maryland.
• Provide support for budget execution at a NOAA/NWS Financial Management Center or Headquarters.
• Extract reports from NOAA financial systems, such as Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS).
• Summarize quantitative data for monthly commitments, obligations, contract statuses, and complex payment reports.
• Assist in the creation and monitoring of monthly and annual obligation plans.
• Track funds that have been transferred from other NOAA or NWS Financial Management Centers.
• Comprehend and apply accounting codes along with governing business rules.
• Process documentation related to financial corrections.
• Conduct variance analysis by comparing planned versus actual obligations and justify variances to leadership and headquarters.
• Develop and utilize tracking tools for NWS contracts and grants throughout the planning, clearance, funding, and execution phases.
• Convert accounting system data into Excel spreadsheets and PowerPoint presentations.
• Produce, maintain, and update templates, forms, process documents, and review slides.
• Respond to data requests from FMCs, NWS Headquarters, NOAA Headquarters, the Department of Commerce, OMB, and/or Congress.
• Enter requested data into the Financial Management Data System.
• Provide analyses, assessments, and recommendations in financial management.
• Bachelor’s Degree plus 2 years of experience in federal budgeting or related fields (e.g., finance, budgeting, accounting, or other highly quantitative disciplines).
• 4 years of relevant experience may substitute for a bachelor's degree.
• A master's degree may substitute for 2 years of experience.
• A PhD may substitute for 4 years of experience.
• Capability to transform data and findings into clear, user-friendly spreadsheets and PowerPoint presentations.
• Outstanding oral presentation skills, able to brief findings and materials effectively to management.
• Ability to communicate efficiently with groups of senior leaders, discerning when to contribute versus deferring to management.
• Proactive approach to anticipating management's questions and fulfilling their needs ahead of time.
• Ability to sift through extensive amounts of data and reports to promptly find answers to management inquiries.
• Strong interpersonal skills, including customer service capabilities, to manage customer expectations and respond to requests appropriately.
• Willingness to seek assistance to meet assigned deadlines.
• Experience with the NOAA accounting system is advantageous.
• Familiarity with government financial systems and terminology is preferred.
• A passion for the NOAA mission is a plus.
• Remote position.
• Work hours aligned with the Eastern Time Zone.
