Impact Fee & Nexus Study Consultant

This is a fully remote position, open to applicants in United States.

📋 Description

• Spearhead the development of impact fees and linkage/nexus studies to create legally defensible fee schedules.

• Construct growth forecasts, level-of-service standards, and inventories of capital improvements categorized by fee.

• Prepare nexus analyses to determine proportionate shares and maximum justified fees.

• Formulate fee schedules, credits, exemptions, and conduct financial feasibility assessments.

• Compose Capital Improvement Elements, fee reports, and recommendations ready for ordinance adoption.

• Present findings to councils, advisory committees, and stakeholders in the development sector.

• Contribute expertise and narratives of past performance to AlphaGov proposals when authorized.

• Verify the scope, schedule, and fee prior to the commencement of each engagement.

⛳️ Requirements

• Minimum of 5 years of professional experience in preparing development impact fees, linkage fees, or nexus studies for public agencies.

• Familiarity with state enabling statutes for impact fees (e.g., Georgia DIFA, California Mitigation Fee Act).

• Proficient financial modeling capabilities.

• Ability to operate as a 1099 project-based consultant.

• Experience with housing linkage or affordable housing nexus studies.

• Background in public hearing or council presentations.

• AICP certification or experience in public finance.
