Impact Fee & Housing Nexus Study Consultant

This is a fully remote position, open to applicants in United States.

📋 Description

• Assess current fee programs, development projections, capital improvement strategies, housing statistics, and pertinent previous studies.

• Collaborate with planning, finance, public works, housing personnel, and legal advisors to define study assumptions and requirements.

• Evaluate infrastructure needs linked to new developments and differentiate them from existing shortcomings.

• Create housing nexus analyses that relate the types of developments being studied to the corresponding housing demand.

• Formulate clear calculation models, allocation strategies, and proposed fee schedules with supporting documentation.

• Review applicable credits, offsets, and alternative funding options to prevent double counting.

• Draft and finalize reports that detail the methodology, findings, fee recommendations, and options for implementation.

• Present findings to staff, stakeholders, and governing bodies, addressing any technical inquiries during the review and adoption processes.

⛳️ Requirements

• Proven experience in preparing development impact fee studies, housing nexus studies, or both for local government entities.

• Familiarity with applying the relevant state's requirements to study methodologies and documentation.

• Strong analytical skills in development forecasting, infrastructure cost distribution, housing analysis, and fee modeling.

• Capability to differentiate the maximum fee justified by the analysis from the fee a jurisdiction might opt to adopt.

• Experience collaborating with municipal staff and legal advisors to respond to technical review comments.

• Excellent technical writing and public speaking abilities.

• Experience in supporting fee adoption and subsequent updates is preferred.
