This is a fully remote position, open to applicants in Maryland.
• Oversee project management and provide technical assistance for the planning and execution of federal funding initiatives.
• Direct teams and guide decision-making processes.
• Offer technical support to local jurisdictions and states utilizing HOME and CDBG funds.
• Create program guidelines, policies, procedures, monitoring checklists, and implementation tools in collaboration with grantees.
• Keep abreast of HUD policy priorities and counsel communities on compliance with HUD regulations.
• Advise grantees on program management, project eligibility, oversight of subrecipients, and monitoring processes.
• Conduct training and enhance the capacity of managers handling CDBG or HOME grants.
• Manage projects of varying scales, including project teams, timelines, budgets, scope, and deliverables for clients.
• Facilitate project management, prepare and document meetings, and track budgets for both internal and external initiatives.
• Establish and nurture relationships with state and local clients nationwide.
• A Bachelor's degree in a relevant field, advanced training, or equivalent experience, with a minimum of ten years of related experience; or a Master’s degree in a related field with at least eight years of experience managing CDBG or HOME programs.
• Familiarity with CDBG or HOME program management, covering activity eligibility, program administration, and best practices.
• Understanding of cross-cutting regulations, including uniform guidance, uniform relocation, environmental review, labor standards, and fair housing.
• Practical knowledge of Consolidated Plans, Annual Action Plans, and CAPERs.
• Proficient in using and training others on HUD planning and reporting systems, including IDIS.
• Knowledge of HUD CPD formula grant programs, specifically CDBG and HOME.
• Capacity to manage teams of subject matter experts while ensuring quality control.
• Ability to prioritize multiple tasks under tight deadlines within a fast-paced environment.
• Capability to collaborate effectively in both remote and in-person teams.
• Eagerness to acquire new skills and learn new programs.
• Strong oral and written communication skills.
• Proficient in Microsoft Office Suite: Word, Excel, PowerPoint, Teams, and SharePoint.
• Proficient in Google Workspace applications: Gmail, Chat, Meet, Drive, Docs, Sheets, and Slides.
• Skilled in using remote collaboration and communication tools, such as Dropbox and Zoom.
