This is a fully remote position, open to applicants in United States.
• Design and oversee evaluations specific to cooperative agreements on both a national and rapid scale;
• Facilitate evaluation activities among multiple recipients;
• Supervise synthesis efforts while collaborating with Data Analysts for analytic execution that may require expertise in implementation research methods, including mixed-methods data analysis.
• Create National Evaluation Plans;
• Develop cross-site logic models;
• Formulate evaluation questions and standardized indicators, including inquiries centered on implementation processes and mechanisms of impact;
• Create data collection instruments;
• Set evaluation timelines.
• Execute national data collection (surveys, interviews, document reviews) utilizing both qualitative and quantitative methods suitable for evaluating implementation processes and context;
• Conduct data triangulation and synthesis;
• Coordinate participation across recipients;
• Ensure compliance with protocols;
• Monitor the utilization of CDC promotion resources and carry out evaluations implementing promotion-focused strategies.
• Formulate Rapid Evaluation Plans;
• Analyze APRs to pinpoint candidate sites;
• Oversee the nomination and selection process;
• Perform landscape analyses, including rapid assessments of implementation contexts, barriers, and facilitators;
• Execute evaluation-specific site visits;
• Synthesize findings.
• Identify 3–5 emerging practices;
• Choose 2–3 recipients for detailed case studies;
• Conduct case study data collection and synthesis which may involve implementation research methods to pinpoint key strategies, adaptations, and other contextual factors;
• Provide consultation on case studies and lessons learned with a focus on promotions;
• Document facilitators and barriers.
• Prepare national and rapid evaluation reports;
• Create executive summaries and leadership briefings;
• Draft dissemination materials.
• Offer continuous evaluation and performance monitoring support to recipients and national partners;
• Conduct regular evaluation support calls;
• Review APRs and evaluation deliverables from recipients;
• Provide written feedback and corrective action suggestions;
• Monitor compliance and identify trends.
• Offer technical assistance for evaluations;
• Develop and deliver webinars on evaluation topics;
• Create recipient/partner-facing evaluation tools and guidance including tools to assist implementation assessments (e.g., fidelity, monitoring, adaptation tracking, and barriers/facilitators assessment);
• Support the development of meeting content for recipients/partners;
• Address inquiries regarding evaluation reporting.
• Engage in both virtual and in-person monitoring site visits (approximately two in-person visits unless otherwise directed);
• Review background materials;
• Document findings;
• Provide recommendations for performance improvement.
• Identify performance gaps;
• Monitor metrics, user/participant feedback, and evaluations;
• Facilitate structured improvement processes using data-informed and implementation science-informed approaches to identify and mitigate barriers to effective implementation;
• Assist in the development of corrective action plans;
• Support programmatic updates/revisions;
• Aid in the implementation of SOP across programmatic systems.
• Document lessons learned.
• Prepare routine and ad hoc evaluation reports;
• Create presentations and briefing materials;
• Conduct programmatic reviews of national evaluation materials;
• Support leadership briefings.
• Perform additional duties as necessary.
• A minimum of 5 years of experience in evaluation projects or national evaluations, preferably in public health.
• Experience in assessing a national program or project's inputs, activities, and outputs to evaluate its value and inform program improvements.
• Proficient in developing evaluation plans, identifying evaluation questions and indicators, collecting and analyzing quantitative and qualitative program data, interpreting results in the program context, and reporting findings.
• Skilled in creating large-scale program logic models, identifying suitable program outcomes, facilitating both internal and external partner meetings, and providing assistance or training on evaluation methods, concepts, and tools.
• Experience in designing and executing implementation research, including evaluating fidelity, adaptations, reach, and other contextual factors.
• Proficient in integrating qualitative and mixed-methods approaches for assessing implementation processes, barriers, and facilitators.
• Knowledgeable about the regulations, procedures, and principles governing both intramural and extramural program development, monitoring, and evaluation.
• Competent in using Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint) efficiently and effectively.
• Experienced in managing CDC Administrative Systems (HUMAN SUBJECTS, OMB AND IRB, and E-Clearance) efficiently and effectively.
• Familiar with government procedures and guidelines.
• Strong leadership, communication, and stakeholder management skills.
• Previous experience at CDC or within a public health environment is preferred.
• Capability to obtain a government clearance.
