Health Scientist I – Public Health Evaluation

This is a fully remote position, open to applicants in United States.

📋 Description

• Engage in the development and management of evaluations specific to cooperative agreements, including both national and rapid assessments;

• Facilitate cross-recipient evaluation initiatives;

• Aid in synthesis efforts while collaborating with Data Analysts for analytic execution, which may involve a grasp of implementation research design, including mixed-methods data analysis.

• Contribute to the formulation of National Evaluation Plans;

• Create cross-site logic models;

• Articulate evaluation questions and standardized indicators, including inquiries focused on implementation processes and mechanisms of impact;

• Design tools for data collection;

• Set evaluation timelines.

• Execute national data collection (surveys, interviews, document reviews) using qualitative and quantitative methods suitable for evaluating implementation processes and contexts;

• Conduct data triangulation and synthesis;

• Coordinate participation among cross-recipients;

• Oversee adherence to protocols;

• Monitor the utilization of CDC promotion resources and carry out evaluations utilizing promotion-focused strategies.

• Develop Rapid Evaluation Plans;

• Analyze APRs to pinpoint candidate sites;

• Manage the nomination and selection processes;

• Conduct landscape analyses, including rapid assessments of implementation contexts, barriers, and facilitators;

• Perform evaluation-specific site visits;

• Synthesize findings.

• Identify 3–5 emerging practices;

• Choose 2–3 recipients for case studies;

• Carry out case study data collection and synthesis, potentially incorporating implementation research methods to identify key strategies, adaptations, and contextual factors;

• Provide consultation on case studies and lessons learned focused on promotions;

• Document facilitators and barriers.

• Prepare national and rapid evaluation reports;

• Create executive summaries and leadership briefings;

• Draft dissemination products.

• Offer ongoing evaluation and performance monitoring support to recipients and national partners;

• Conduct regular evaluation support calls;

• Review APRs and recipient evaluation outputs;

• Provide written feedback and recommendations for corrective actions;

• Monitor compliance and identify trends.

• Deliver evaluation technical assistance;

• Develop and present evaluation webinars;

• Create evaluation tools and guidance for recipients/partners, including resources to support implementation assessment (e.g., fidelity, monitoring, adaptation tracking, and barriers/facilitators assessment);

• Assist in developing content for recipient/partner meetings;

• Address inquiries related to evaluation reporting.

• Participate in both virtual and in-person monitoring site visits (estimated two in-person visits unless directed otherwise);

• Review background materials;

• Document findings;

• Provide recommendations for performance improvement.

• Identify performance gaps;

• Monitor metrics, user/participant feedback, and evaluations;

• Facilitate structured improvement processes using data-informed and implementation science-informed approaches to identify and overcome barriers to effective implementation;

• Assist in developing corrective action plans;

• Support programmatic updates/revisions;

• Aid in the implementation of SOP across programmatic systems.

• Document lessons learned.

• Prepare routine and ad hoc evaluation reports;

• Develop presentations and briefing materials;

• Conduct programmatic reviews of national evaluation materials;

• Support leadership briefings.

• Perform additional duties as necessary.


⛳️ Requirements

• A minimum of 2-3 years of experience in an evaluation project or national evaluation, ideally within the public health sector.

• Experience in conducting systematic assessments of a program or project’s inputs, activities, and outputs to evaluate its value or worth and enhance the program.

• Experience in developing evaluation plans, identifying evaluation questions and indicators, collecting and analyzing quantitative and qualitative program data, interpreting the data within the program context, and reporting findings.

• Experience in creating a program logic model, identifying suitable program outcomes, conducting internal and external partner meetings, and providing assistance or training on evaluation methods, concepts, and tools.

• Familiarity with concepts and methods of implementation research, including process evaluation and the assessment of implementation barriers and facilitators.

• Familiarity with integrating qualitative and mixed-methods approaches to evaluate implementation processes, barriers, and facilitators.

• Knowledge of the rules, procedures, and principles governing intramural and extramural program development, monitoring, and evaluation.

• Proficiency in Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint) for efficient and effective use.

• Ability to efficiently manage CDC Administrative Systems (HUMAN SUBJECTS, OMB AND IRB, and E-Clearance).

• Previous experience navigating government procedures and guidelines.

• Strong communication and stakeholder management abilities.

• Experience at CDC or in a public health setting is preferred.

• Capability to obtain a government clearance.

• Must be legally authorized to work in the United States without the need for employer sponsorship, either now or at any time in the future.
