Head of Energy Programs

πŸ“‹ Description

β€’ Develop and manage the pipeline for program administration and implementation contracts with utilities, state and local governments, financing program sponsors, and implementation partners.

β€’ Lead initiatives from initial discussions through RFP responses, pricing, negotiations, and final agreements.

β€’ Represent Eli in interactions with utility program leadership, agency and commission staff, as well as industry partners.

β€’ Establish and direct the program management organization, encompassing launch planning, staffing, service level agreements, quality control, regulatory reporting, and evaluation readiness.

β€’ Manage the profit and loss for the programs business, including bid pricing, delivery costs, and margins.

β€’ Recruit, develop, and retain program managers and delivery leads.

β€’ Collaborate with product and engineering teams to convert program requirements into platform functionalities.

β€’ Enhance Eli’s industry visibility through conference engagements, working groups, and regulatory processes.

β€’ Drive new program acquisitions and launches across various sponsors and states.

β€’ Ensure compliance with regulatory reviews and evaluations, and assist in sponsor renewals and portfolio growth.


⛳️ Requirements

β€’ Must be able to work in the SF Bay Area, Sacramento, or New York City approximately 2 days per week, with fully remote candidates also considered.

β€’ A minimum of 10 years of experience in energy efficiency, demand-side management, or electrification programs, managing large program portfolios or business lines at an implementer, utility, or government agency; alternatively, newer industry candidates with outstanding success will be considered.

β€’ Proven experience in securing program work and a strong understanding of RFP cycles, sole-source paths, program pricing, and decision-making processes for approvals.

β€’ Established relationships with utility and agency leaders, along with references that can verify delivery performance.

β€’ Comprehensive knowledge of traditional energy program delivery models, including overhead, slow payment systems, legacy infrastructures, and fragile workflows.

β€’ Comfortable in a player-coach role, capable of writing proposals and building a program delivery team.

β€’ A keen interest in joining a rapidly expanding, venture-backed technology company.

β€’ Work hours must overlap by at least 5 hours with San Francisco, CA, USA.

β€’ Must be a resident of the United States.
