This is a fully remote position, open to applicants in Virginia.
• Oversee assigned contracts from the initial setup and kickoff meetings through modifications and final closeout.
• Ensure all contract files are complete and ready for audit.
• Act as a liaison for Contracting Officers and Contract Specialists regarding administrative inquiries.
• Collaborate with program teams and the Finance department on invoicing processes.
• Track contract performance in relation to delivery timelines, pricing, and contractual terms.
• Recognize when modifications, amendments, or extensions are necessary.
• Identify customer-directed changes that exceed the contract scope and escalate them appropriately.
• Monitor deliverables, reports, and CDRL items while escalating any associated risks.
• Negotiate and manage NDAs, teaming agreements, and subcontracts.
• Ensure FAR and DFARS clauses are appropriately incorporated into subcontract provisions.
• Evaluate subcontractor performance and suggest resolutions for claims, disputes, and complaints.
• Assist in solicitation reviews, compliance evaluations, and coordination with teaming partners.
• Create proposal contract documentation, including representations, certifications, and necessary forms.
• Draft questions for solicitations and responses to customer inquiries.
• Collaborate with program managers, the Program Director, Growth, Finance, government Contracting Officers, Contract Specialists, and teaming partners.
• Do not authorize agreements or submit proposals on behalf of Nooks.
• A minimum of four years of experience in government contracts administration.
• Thorough understanding of the FAR and DFARS regulations.
• Experience in supporting IDIQ and GSA Schedule contracts.
• Proven experience in drafting and negotiating NDAs, teaming agreements, and subcontracts.
• Capability to identify contract risks and create solutions for moderate to complex contractual challenges.
• Ability to work autonomously while receiving guidance from program and departmental leadership.
• Excellent written and verbal communication skills.
• Advanced skills in Microsoft Word, Excel, and PowerPoint.
• Candidates must have authorization to work in the United States.
• All applicants must be eligible for and committed to obtaining and maintaining a U.S. government Secret security clearance as a condition of employment.
• CFCM, CPCM, or FAC-C certifications are preferred.
• Previous experience as a federal 1102 Contract Specialist is a plus.
• Familiarity with PIEE and CPARS is advantageous.
• Experience with OT agreements or working with Intelligence Community customers is beneficial.
• An active Secret clearance is preferred; an active Top Secret clearance is a plus.
• A Bachelor's degree is preferred.
