This is a fully remote position, open to applicants in United States.
• Handle the full spectrum of straightforward, complex, and urgent FOIA requests in accordance with legal requirements, DOE regulations, and relevant guidelines.
• Evaluate and analyze a diverse set of incoming FOIA requests to ascertain the scope of the request, identify relevant legal issues, and assess the applicability of statutory exemptions, especially Exemption 4.
• Input, monitor, and finalize FOIA cases in FOIAXpress.
• Compose and dispatch acknowledgment, interim, and final action letters.
• Classify requester and fee categories.
• Identify and retrieve responsive records, ensuring accurate search certifications.
• Review and annotate responsive records; suggest suitable exemptions.
• Execute redactions and prepare sanitized records for dissemination.
• Collaborate with subject matter experts, supervisors, General Counsel, Public Affairs, etc., as required by the customer for evaluations and approvals.
• Log all actions and approvals, maintaining thorough case notes.
• Provide redacted, authorized records and correspondence to requesters upon customer request.
• Assist DOE personnel with FOIA litigation matters as necessary.
• Recognize opportunities for process improvements and work together on initiatives to reduce backlogs, enhancing timeliness and efficiency.
• Offer timely updates and proactive communication with requesters and stakeholders as needed by the customer.
• Bachelor’s degree from an accredited institution.
• A minimum of five (5) years of relevant experience.
• In-depth knowledge and comprehension of the Freedom of Information Act (5 U.S.C. § 552), including all nine statutory exemptions.
• Proven understanding and experience in applying statutory exemptions, particularly FOIA Exemption 4, to records.
• Strong expertise in DOE FOIA procedures and the use of FOIAXpress (or equivalent systems) for collecting and managing FOIA requests.
• Capability to evaluate the responsiveness of records and apply exemptions accurately.
• Experience in drafting acknowledgment, interim, and final action correspondence.
• Proficient in reviewing, redacting, and preparing records for release.
• Excellent organizational abilities with a history of maintaining precise case notes.
• Outstanding written and verbal communication skills for engaging with requesters and stakeholders.
• Previous experience with DOE is mandatory.
