This is a fully remote position, open to applicants in Maryland.
• Offer financial management assistance for NOAA/NOS.
• Spearhead the creation of business process enhancements to optimize federal staff time.
• Develop sophisticated, automated models to enhance financial management oversight for acquisitions, grants, and labor.
• Evaluate the status, gaps, and potential enhancement areas within the client's financial management landscape.
• Formulate recommendations for process and documentation modifications.
• Supervise, develop, and sustain spreadsheets, tools, forms, templates, and instructions that support monthly and quarterly budget execution reports and meetings.
• Examine data analyses generated by other analysts for compliance, accuracy, and efficiency.
• Oversee multiple financial management analysis projects for NOS.
• Identify gaps in financial management activities, including tracking tools, cost/benefit analyses of financial reporting practices, documentation deficiencies, and high-risk budget execution areas.
• Suggest enhancements to process flows, methodologies, and automated tools.
• Extract and interpret reports from Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS).
• Analyze NOAA budget execution data to discern trends, anticipate budget and funding challenges, and plan and implement corrective measures.
• Convert accounting system data into automated Google Sheet workbooks and Google Slide presentations.
• Create, maintain, and update templates, forms, process documents, and slides for leadership reviews.
• Address data requests from Line Office Headquarters, NOAA Headquarters, the Department of Commerce, OMB, and/or Congress.
• Review and input obligation plan data into NOAA FMDS.
• Summarize quantitative data for monthly allotment, commitment, obligation, contract status, and intricate payment reports.
• Assist in the creation, review, and monitoring of monthly and annual obligation plans.
• Apply NOAA accounting codes and relevant business rules.
• Develop Standard Operating Procedures when documentation gaps are identified.
• Handle documentation for financial corrections upon request.
• Bachelor’s Degree along with 8 years of experience in federal finance, budgeting, or related fields (such as finance, budgeting, data analysis, accounting, or other highly quantitative areas).
• A Master’s Degree may substitute for 2 years of experience.
• A PhD may replace 4 years of experience.
• Capability to convert data and findings into clear, user-friendly Google Sheet workbooks utilizing advanced functions like GetPivot, SumIfs, VLookup, XLookup, conditional formatting, and Import Range.
• Capacity to drive efficiencies and enhancements, offer constructive feedback, and inspire team members during transitions.
• Exceptional oral presentation abilities to effectively convey findings and materials to management.
• Proficient communication skills for engaging with groups of senior leaders, understanding when to contribute and when to defer to management.
• Proactive approach to anticipate management’s inquiries and fulfill their needs ahead of time.
• Ability to sift through extensive amounts of data and reports to promptly address management’s questions.
• Strong interpersonal skills, including customer service capabilities, to appropriately manage customer expectations and respond to their requests.
• Recognizing when to seek assistance to meet assigned deadlines.
• Familiarity with the NOAA accounting system is advantageous.
• Experience with government financial systems and terminology is preferred.
• A passion for the NOAA mission is a plus.
• Flexible remote work arrangement.
• Work scheduled according to Eastern Time Zone business hours.
