This is a fully remote position, open to applicants in Virginia, +1 more state.
• Deliver technical assistance for budget creation, justification, presentation, execution, and review.
• Create executive briefings utilizing Excel and Microsoft Power BI dashboards.
• Generate reports using SharePoint, MS Excel, and MS Power BI.
• Evaluate and enhance business processes.
• Identify, develop, and document policies, procedures, and processes, including SOPs, process flows, training materials, and guidelines.
• Prepare financial forecasts and monitor funds, obligations, reimbursements, and other financial metrics.
• Manage electronic budget files, versions, and historical records.
• Conduct monthly variance analysis of incurred expenses against spending plans.
• Formulate monthly, quarterly, and annual spending plans.
• Draft executive correspondence and leadership briefings, including technical document review and editing.
• Oversee portfolio performance and carry out cross-program analysis.
• Generate budget execution reports and assess issues and trends.
• Provide analytical support to department leaders on complex budget projects.
• Develop corrective action plans and monitor remedial actions and follow-up reporting.
• Execute budget formulation and execution activities, investigate anomalies, generate reports, and process complex data.
• Convert technical and programmatic data into actionable reports for both senior and non-technical audiences.
• Conduct financial analysis for contracts, interagency agreements, and memoranda of understanding.
• Submit and monitor funding requisitions and purchase orders within federal financial systems.
• Assess budgetary requests, constraints, and potential alternatives.
• Assist with budget-related data calls, OMB reporting, and annual budget and investment portfolio submissions.
• Master budget formulation and execution tools and provide subject matter expert-level guidance.
• Ensure and report investment-level alignment of budgetary items.
• Support the financial management/budget team with budget formulation, planning, and execution.
• Create SharePoint pages to serve as repositories for budget process guides and related data-call efforts.
• Bachelor's degree in finance, business, or a related field.
• Over 4 years of proven experience in budget formulation, analysis, and evaluation of execution.
• Candidates must hold an active Secret clearance or be able to obtain and maintain one as a condition of employment.
• Experience in tracking budget and activities for a product/project portfolio.
• Familiarity with Planning, Programming, Budget, and Execution (PPBE) budget cycle activities, including Congressional Budget Justification Book (CBJB) and Integrated Planning and Budget System (IPBS).
• Proficient with complex financial management systems or other non-DOD federal financial management systems.
• Exceptional verbal, interpersonal, and written communication skills.
• Strong analytical, problem-solving, and decision-making abilities.
• Capability to thrive in a fast-paced environment.
• Demonstrated professionalism in client support, including judgment, discretion, tact, and diplomacy.
• Strong business ethics, including the safeguarding of proprietary and confidential information.
• Ability to apply detailed knowledge of organizational procedures and make independent decisions.
• Proficiency in collaborating with internal staff, external clients, and vendors.
• Preferred: PMI Project Management Professional (PMP) Certification.
• Preferred: Certified TBM Executive (CTBME) Certification.
• Preferred: Experience in building Power BI Dashboards.
