FHIR/CDA Analyst II

This is a fully remote position, open to applicants in United States.

📋 Description

• Create and document technical designs for data exchange, interoperability, and AI/ML solutions that support public health use cases, including surveillance, reporting, and analytics.

• Guide architects, engineers, analysts, and informaticists in converting client requirements into technical methodologies.

• Oversee collaborative contributions from healthcare professionals, software developers, public health agencies, data analysts, and project managers.

• Utilize interoperability standards such as HL7 v2, FHIR, CDA, APIs, and terminology systems in public health scenarios.

• Facilitate the creation of CDA/FHIR specifications that comply with HL7 standards and processes.

• Conduct technical discussions, design workshops, and reviews; assess technical deliverables and documentation for alignment with scope, requirements, and quality.

• Lead stakeholder requirement and design meetings; correlate client needs with CDA and FHIR artifacts.

• Aid in integration testing, validation, and troubleshooting, including analyzing validation results and identifying source data issues.

• Recognize technical aspects related to integration, security, privacy, onboarding, and data-sharing limitations, discussing mitigation strategies.

• Support healthcare data exchange and reporting initiatives at the federal, state, and local levels through standards-based solutions.

• Implement U.S. data standards, including C-CDA, base FHIR R4, US Core, CDA/RIM, HL7 v2.x, and IHE.

• Utilize healthcare terminology systems such as SNOMED CT, ICD, LOINC, value sets, and terminology binding strengths for standards development and evaluation of real-world data.

⛳️ Requirements

• A Bachelor's degree in health informatics, computer science, engineering, information technology, or a related field.

• A minimum of six (6) years of relevant experience in Healthcare IT or a similar field, including at least four (4) years in a Technical Lead capacity.

• Experience with implementing health IT solutions; familiarity with assisting clients in modernizing and deploying technology solutions (Cloud, AI, analytics, and data management).

• Knowledge of the tech stack, covering underlying infrastructure needs, UI/UX design, analytics, and system maintenance.

• Capability to document system integration and support flow analysis while reviewing detailed technical documentation.

• Familiarity with public health informatics, particularly in public health surveillance; understanding of epidemiology workflows; and operations within state, tribal, local, and territorial (STLT) public health.

• Proven experience in public health data exchange and interoperability among PHAs, laboratories, registries, healthcare partners, and federal systems.

• Solid understanding of public health standards and artifacts (such as HL7 v2, CDA, and FHIR), with expertise in HL7 CDA and FHIR standards and implementations.

• Strong knowledge of healthcare information systems, EHRs, clinical workflows, federal regulations, public reporting systems, and healthcare data exchange protocols.

• Proficient in working with and troubleshooting technical tools and environments, including GitHub, Postman, command line, Docker, HL7 IG Publisher, and FHIR Validator.

• Analytical thinking and problem-solving abilities, complemented by organized analytical skills and a keen attention to detail.

• Demonstrated capability to communicate technical concepts effectively to non-technical public audiences, along with excellent written and verbal communication skills for diverse technical, analytical, and clinical groups.

• If required by the project, the ability to successfully complete and pass a federal Position of Public Trust Level 5 background investigation, meet all eligibility criteria, and maintain the necessary clearance throughout employment.

• Preferred: Proven experience in generative AI and agentic research as opposed to other automation methods.

• Preferred: HL7 certification in CDA or FHIR.

• Preferred: Proficiency in XML Schema, XSLT transforms, and Schematron.

• Preferred: Experience with XML/JSON editing tools such as VS Code, OxygenXML, or XMLSpy.

• Preferred: Experience in a Health IT vendor environment, including EHRs, medical devices, healthcare interface engines, or similar settings.

• Preferred: Experience with TEFCA and HIE/QHIN technical interfaces.
