Federal Solutions Architect

This is a fully remote position, open to applicants in United States.

📋 Description

• Create, write, and enhance proposal-ready technical narratives for RFIs, RFQs, RFPs, task orders, white papers, and other federal initiatives.

• Generate and assess technical proposal content for compliance, feasibility, differentiation, customer objectives, and evaluation criteria.

• Collaborate with Growth, Capture, Proposal, Delivery, Engineering, Pricing, and Executive teams to formulate technical solutions and winning strategies.

• Facilitate technical solutioning sessions, proposal evaluations, color team reviews, oral presentations, and discussions with customers or partners.

• Examine solicitations, PWS/SOO, technical requirements, Q&A, and acquisition documents to identify objectives, risks, assumptions, and opportunities.

• Design and articulate enterprise architectures encompassing application modernization, cloud, data, APIs, healthcare interoperability, DevSecOps, cybersecurity, and operations.

• Convert customer requirements into technical methodologies, implementation strategies, workstreams, technologies, staffing models, and competitive advantages.

• Utilize knowledge of VA technology and healthcare settings, including VistA, CDW, My HealtheVet, Federal EHR/Oracle Health, and associated enterprise systems.

• Create architecture diagrams, data flows, integration models, modernization roadmaps, conceptual designs, and other technical artifacts.

• Assess technologies, platforms, and partners for build, buy, reuse, integration, and collaboration strategies.

• Offer technical guidance on emerging technologies and pinpoint AI and Generative AI opportunities for federal healthcare solutions.

• Utilize AI-assisted tools such as ChatGPT, Claude, GitHub Copilot, and similar platforms for research, requirements analysis, architecture development, software engineering, and proposal activities while validating outputs.

• Support ethical AI practices concerning data protection, human oversight, model evaluation, security, governance, and hallucination mitigation.

• Take on additional tasks and responsibilities as necessary to assist in achieving team objectives and ensuring project success.

⛳️ Requirements

• Bachelor's degree in Computer Science, Information Technology, Engineering, Information Systems, or a related technical area.

• Over 10 years of experience in enterprise IT, software engineering, systems architecture, or related technical fields.

• At least 5 years of experience in Solution Architecture, Enterprise Architecture, Technical Architecture, or similar technical leadership positions.

• Extensive experience supporting the Department of Veterans Affairs, ideally within VA healthcare, OIT, Digital Health, or significant enterprise technology programs.

• Expertise in architecting, modernizing, integrating, or delivering complex enterprise or healthcare systems.

• Proficiency in estimating technical staffing, labor categories, level of effort, and implementation schedules.

• Experience in federal capture, solution reviews, Black Hat, Pink/Red/Gold Team reviews, or oral proposal presentations.

• Exceptional technical writing abilities to convey complex architectures into clear, persuasive, evaluator-focused material.

• Experience in developing and presenting technical architectures, solution concepts, implementation strategies, and recommendations to both technical and non-technical audiences.

• Current awareness of AI/ML and Generative AI, including LLM applications, RAG, AI agents, prompt/context engineering, model assessment, and responsible AI practices.

• Strong analytical, communication, facilitation, collaboration, and problem-solving capabilities.

• In-depth knowledge across several areas, including: Cloud architecture and modernization; application and legacy system modernization; microservices and API architecture; data architecture and analytics; DevSecOps and CI/CD; healthcare interoperability; enterprise integration and event-driven architecture; cybersecurity and Zero Trust; production operations, scalability, resilience, and observability.

• Additional experience supporting DoD/DHA, CMS, HHS, or other federal healthcare programs.

• Prior experience with federal/government entities.

• Familiarity with VA enterprise architecture, Technical Reference Model (TRM), ATO, security, or technical governance processes.

• Experience in integrating legacy VA systems with modern cloud, API, data, and Federal EHR capabilities.

• Working knowledge of HL7, FHIR, REST APIs, and healthcare integration technologies.

• Experience with AWS and/or Microsoft Azure cloud environments.

• Understanding of Shipley or APMP proposal methodologies.

• Must meet applicable federal background investigation and suitability requirements, including Public Trust, and be able to obtain and maintain a security clearance when required by the client or opportunity.
