Domestic Violence Housing Coordinator, Homeless Services

This is a fully remote position, open to applicants in California.

📋 Description

• Oversee the processes of the Coordinated Entry System for housing identification, matching, referrals, applications, and placements for survivors of domestic violence and related issues.

• Keep abreast of emergency, transitional, rapid rehousing, permanent supportive housing, affordable housing, rental assistance, and mainstream resources.

• Pair eligible households with housing opportunities in accordance with program criteria, survivor preferences, safety considerations, household composition, accessibility needs, geographic requirements, and available resources.

• Offer housing navigation and application assistance, which includes documentation, landlord communication, eligibility verification, and move-in activities.

• Track referrals and housing applications through the placement process, addressing delays, barriers, and coordination gaps.

• Facilitate warm handoffs to victim services, legal aid, benefits, behavioral health services, childcare, transportation, and various community resources.

• Collaborate with housing providers to address eligibility, documentation, referral acceptance, reasonable accommodation, and placement timeline concerns.

• Identify and address systemic and program-level barriers to housing access and stability.

• Integrate survivor-defined safety considerations into searches, referrals, communications, case discussions, and placements.

• Safeguard personally identifiable and location information while maintaining secure communication practices.

• Keep accurate protected records and utilize approved databases to track referral and housing placement indicators.

• Assist in quality assurance reviews without disclosing survivor identities or confidential locations.

• Propose operational improvements to enhance safety, equitable access, referral efficiency, housing choice, and placement outcomes.

• Analyze de-identified or aggregate data to uncover disparities, barriers, service gaps, and opportunities for enhancement.

• Create operational guides, referral tools, training materials, FAQs, and additional resources for survivor housing coordination.

• Translate housing, Coordinated Entry, confidentiality, and program requirements into straightforward procedures.

• Provide coaching and technical assistance regarding safe referrals, information sharing, housing matching, and survivor-centered engagement.

• Promptly escalate safety or confidentiality issues in accordance with established protocols.

• Ensure that participation in Coordinated Entry does not delay or condition access to emergency shelter, crisis intervention, hotline assistance, or immediate safety services.

⛳️ Requirements

• Bachelor's degree in Human Services, Public Policy and Administration, Social Work or Welfare, or another clinical or health-related field; equivalent experience may be taken into account.

• A Master's degree is preferred.

• At least two years of directly related experience with Continuum of Care and HUD Coordinated Entry programs.

• Knowledge of the Continuum of Care program and HUD Coordinated Entry requirements, including the CoC Program interim rule and HUD Notice CPD-17-01.

• Understanding of housing protections and confidentiality mandates related to the Violence Against Women Act and other applicable federal regulations.

• Experience in facilitating survivor-centered case conferencing or multidisciplinary housing coordination, applying trauma-informed practices and destigmatizing engagement strategies.

• Proficient in managing multi-agency initiatives and stakeholder partnerships.

• Familiarity with data management systems, comparable databases for victim services providers, and IT privacy and security protocols.

• Strong project management, facilitation, problem-solving, and organizational abilities.

• Capacity to prioritize and manage multiple tasks in a dynamic, fast-paced environment while meeting strict deadlines.

• Experience with landlord engagement, housing searches, rental assistance, lease-up, or move-in coordination.

• Knowledge of fair housing, reasonable accommodation, language access, and housing protections available to survivors.

• Experience supporting individuals and families from a variety of racial, cultural, linguistic, disability, gender identity, and socioeconomic backgrounds.

• Experience in developing Coordinated Entry policies, procedures, and quality assurance frameworks.
