This is a fully remote position, open to applicants in California.
• Oversee the Coordinated Entry System processes concerning housing identification, matching, referral, application, and placement for individuals affected by domestic violence and related issues.
• Stay informed about emergency, transitional, rapid rehousing, permanent supportive housing, affordable housing, rental assistance, and mainstream resources.
• Connect qualified households to housing opportunities by considering program requirements, survivor preferences, safety needs, household composition, accessibility requirements, geographic factors, and available resources.
• Offer housing navigation and application assistance, which includes documentation support, landlord communications, eligibility verification, and move-in processes.
• Track referrals and housing applications throughout the placement process, addressing any delays, obstacles, and coordination issues.
• Facilitate smooth transitions to victim services, legal aid, benefits, behavioral health support, childcare, transportation, and other community resources.
• Collaborate with housing providers to address concerns related to eligibility, documentation, referral acceptance, reasonable accommodations, and placement timelines.
• Identify and tackle systemic and programmatic barriers to accessing and maintaining housing stability.
• Incorporate survivor-defined safety considerations into housing searches, referrals, communications, case discussions, and placement processes.
• Safeguard personally identifiable information and adhere to secure communication protocols.
• Keep precise and confidential records of referrals, housing searches, openings, placement progress, and service connections.
• Utilize approved databases to monitor referral timelines, acceptance rates, housing search durations, move-in progress, reasons for unsuccessful referrals, and resource utilization.
• Raise safety or confidentiality issues through supervisory and organizational channels.
• Ensure that participation in Coordinated Entry does not impede access to emergency shelter, crisis intervention, hotline support, or immediate safety services.
• Contribute to quality assurance evaluations while safeguarding survivor identities and confidential locations.
• Suggest operational improvements to enhance safety, equitable access, referral efficiency, housing choice, and placement results.
• Analyze de-identified or aggregate data to uncover disparities, barriers, service gaps, and opportunities for improvement.
• Create operational manuals, referral tools, training resources, FAQs, and other related materials.
• Translate housing, Coordinated Entry, confidentiality, and program guidelines into accessible procedures.
• Provide coaching and technical support on safe referrals, information sharing, housing matching, and survivor-centered engagement.
• Bachelor’s degree in Human Services, Public Policy and Administration, Social Work or Welfare, or another clinical or health-related discipline; equivalent experience may be accepted.
• Master’s degree is preferred.
• At least two years of directly relevant experience with Continuum of Care and HUD Coordinated Entry programs.
• Knowledge of Continuum of Care and HUD Coordinated Entry regulations, including the CoC Program interim rule and HUD Notice CPD-17-01.
• Awareness of housing protections and confidentiality standards under the Violence Against Women Act and other relevant federal regulations.
• Experience in facilitating survivor-centered case conferences or multidisciplinary housing coordination, utilizing trauma-informed practices.
• Background in managing multi-agency initiatives and stakeholder collaborations.
• Familiarity with data management systems, victim service provider databases, and IT privacy and security protocols.
• Strong skills in project management, facilitation, problem-solving, and organization.
• Capability to prioritize and juggle multiple tasks in a dynamic, fast-paced environment while adhering to strict deadlines.
• Experience with landlord engagement, housing searches, rental assistance, lease-up processes, or move-in coordination.
• Understanding of fair housing, reasonable accommodations, language access, and housing protections available to survivors.
• Experience in supporting individuals from diverse racial, cultural, linguistic, disability, gender-identity, and socioeconomic backgrounds.
• Proven experience in developing Coordinated Entry policies, procedures, and quality assurance frameworks.
