This is a fully remote position, open to applicants in Antigua and Barbuda, +1 more country.
• Supervise, manage, and coordinate emergency response, training, and technical assistance initiatives under the Amentum RDAP contract in Antigua and Barbuda and Saint Kitts and Nevis.
• Evaluate hazards, risks, vulnerabilities, exposures, existing capacities, and necessary capabilities in each nation.
• Conduct strategic planning at the country level to mitigate risks and address capability deficiencies.
• Design and implement emergency management, disaster preparedness, disaster response, and disaster risk reduction training and technical assistance programs.
• Support public, private, and regional disaster agencies and organizations.
• Establish and maintain relationships with humanitarian entities, host-nation organizations, UN agencies, and U.S. Government bodies.
• Lead course hand-off workshops and design, develop, and manage national and regional training programs.
• Offer technical guidance to the U.S. Government and collaborate with MDROs and U.S. Missions.
• Engage in the preparation, execution, monitoring, and assessment of annual work plans and country-specific plans.
• Develop and sustain country rosters of surge consultants; oversee consultant activation and training completion.
• Identify and facilitate the procurement of relief supplies in collaboration with the U.S. Government.
• Provide regular written activity reports.
• Participate in response operations and offer disaster response assistance.
• Collaborate with local stakeholders to formulate country-specific strategic and operational plans.
• Address requests from the RDAP leadership team.
• A Bachelor’s degree or higher in Business, International Development, Emergency Management, or a related field.
• Proven experience in providing or supporting emergency management or disaster preparedness training and technical assistance programs.
• Strong knowledge of best practices in capacity building and the ability to identify significant opportunities; good understanding of capacity assessment methodologies.
• Effective project management abilities, including strategic planning, results-oriented activity implementation, and reporting.
• Previous experience in supporting disaster relief initiatives is highly preferred.
• Expertise in food security, nutrition, health, WASH, environmental health, shelter, gender, protection and inclusion, logistics, and/or capacity to analyze cross-cutting issues is preferred.
• Demonstrated organizational skills and the ability to manage multiple tasks, plan efficiently, and communicate plans effectively.
• Level 5/native speaker proficiency required for the local language specific to the country.
• Excellent writing skills in the native language and sufficient writing capabilities in English.
• General awareness of social, political, and geographic contexts in Latin America and the Caribbean (LAC).
• Solid understanding of procurement, information management, and communication technologies.
• Ability to deploy on short notice for extended durations, up to 45 days, anywhere in LAC, potentially under austere living conditions.
• Specialized knowledge of donor-funded projects.
• Outstanding management, organizational, and coordination abilities.
• Strong communication and engagement skills.
• Capability to leverage a local network of vendors, suppliers, and authorities to facilitate start-up operations.
• Excellent verbal and written communication skills.
• Proficiency in Microsoft Office.
• Ability to multitask and deliver tasks and deliverables within tight timeframes.
• Capability to work collaboratively in a team as well as independently or remotely.
• Ability to manage client expectations and requirements in a culturally diverse team environment.
