Director, Public Assistance – Portfolio Manager, FEMA Region 4

This is a fully remote position, open to applicants in Alabama, +6 more states.

📋 Description

• Lead and expand ICF's well-established FEMA Region 4 portfolio.

• Take ownership of portfolio P&L and oversee delivery for clients including state, county, municipal, and school districts.

• Manage Project Managers associated with the portfolio.

• Supervise engagements based on on-call and task orders.

• Ensure that delivery adheres to FEMA compliance and quality standards.

• Oversee staffing and utilization planning for the entire portfolio.

• Advocate for uniform project management standards, tools, and delivery practices.

• Mentor and nurture the development of Project Managers.

• Identify and escalate risks related to delivery and client satisfaction issues.

• Strengthen existing client relationships through additional task orders and contract recompetes.

• Seek out future target areas across states in Region 4.

• Cultivate senior relationships with emergency management agencies and recipients of public assistance grants.

• Collect competitive intelligence to position ICF for upcoming opportunities.

• Collaborate with fellow Portfolio Managers and leaders in business lines.

• Represent ICF at industry associations and at emergency management conferences.

• Ensure the successful development and submission of regional proposals.

• Supervise go/no-go decisions on regional pursuits.

• Act as a subject matter expert and contribute to technical volumes for major pursuits.

⛳️ Requirements

• Bachelor's degree.

• Over 7 years of combined experience in EM/FEMA, including a minimum of 3 years in a leadership or client-facing role.

• At least 3 years of direct experience managing multi-client portfolios and Project Managers.

• Proficient knowledge of the FEMA Public Assistance Program, including the Stafford Act, 44 CFR Part 206, and PAPPG.

• Willingness to travel extensively, up to 50%, within the region.

• Preferred: Established relationships with state emergency management agencies in Region 4.

• Preferred: Experience in emergency planning, preparedness, emergency operations center activations, and incident management.

• Preferred: Familiarity with on-call/task-order contract structures.

• Preferred: PMP or CEM certification.
