Director, Portfolio Manager – FEMA Regions 1, 3, 5, 7, 8, 9, 10

This is a fully remote position, open to applicants in California.

📋 Description

• Establish ICF's Public Assistance & Recovery presence across FEMA Regions 1, 3, 5, 7, 8, 9, and 10

• Create and implement regional capture strategies, including client targeting, partnership development, and pipeline enhancement

• Cultivate senior-level relationships with state and local emergency management offices, risk/insurance departments, and public assistance grant recipients

• Expand current engagements into larger accounts

• Represent ICF at regional industry events, state emergency management association meetings, and client conferences

• Acquire competitive intelligence regarding client needs, priorities, and existing contracts

• Lead the development and submission of proposals, coordinate technical sections, and ensure RFP compliance and timelines

• Manage go/no-go decisions and escalate opportunities that span multiple regions or exceed thresholds

• Contribute to pricing and partnership strategies

• Manage the regional portfolio's P&L and oversee scope, schedule, and budget execution

• Recruit, onboard, and enhance delivery capacity as new projects are secured

• Supervise regional Project Managers and ensure compliance with FEMA standards and quality requirements

• Handle staffing and utilization planning

• Establish repeatable delivery processes and quality controls that align with Division standards

• Report directly to the Recovery Service Line Lead

⛳️ Requirements

• Bachelor's degree

• Over 7 years of combined experience with EM/FEMA, including a minimum of 3 years in a leadership or client-facing role

• At least 3 years of direct experience in managing multi-client portfolios and Project Managers

• Proven track record in securing or managing state master service agreements, on-call contracts, or other long-term procurement mechanisms

• Strong understanding of the FEMA Public Assistance Program, including the Stafford Act, 44 CFR Part 206, and PAPPG

• Willingness to travel extensively, up to 50%, within the region

• Preferred existing relationships with state emergency management agencies, risk/insurance offices, or recovery organizations within Regions 1, 3, 5, 7, 8, 9, and/or 10

• Preferred experience in emergency planning, preparedness, EOC activations, and incident management

• PMP or CEM certification preferred
