Director of Technical Delivery

This is a fully remote position, open to applicants in Arizona, +25 more states.

📋 Description

• Oversee the Technical Delivery function tasked with implementing technology programs for federal and commercial healthcare clients.

• Take ownership of scope, execution, and technical delivery effectiveness across the program portfolio.

• Manage resource coordination among Engineering, Data, Infrastructure, and Security teams.

• Lead and nurture Technical Delivery Managers, Technical Business Analysts, Technical Program Managers, Solution Architects, and Implementation Specialists.

• Recruit, mentor, evaluate performance, and facilitate career growth.

• Implement standardized delivery practices, encompassing intake, estimation, planning cadence, status updates, risk and issue management, and change control.

• Manage resource demands, prioritize competing program requirements, and escalate conflicts with clear trade-offs.

• Oversee the customer implementation lifecycle from contract execution to go-live, hypercare, and transition to production support.

• Act as the primary delivery contact for customer and partner stakeholders, including government program offices and prime contractors.

• Develop and report on technical delivery metrics, such as milestone performance, cycle time, escalation volume, and forecast accuracy.

• Monitor contract deliverables, security mandates, and compliance obligations until completion, collaborating with Security and DevSecOps.

• Collaborate with Engineering leadership on capacity planning and with Technical Product on roadmap sequencing.

• Assist in capture and pursuit efforts by providing delivery estimates, staffing plans, and execution strategies.

⛳️ Requirements

• Over 10 years of experience delivering complex technology programs.

• More than 5 years of experience leading delivery managers, program managers, or similar roles.

• Proven accountability for a portfolio of concurrent programs with distinct scope, schedule, and contract obligations.

• Experience delivering under federal contract vehicles, with knowledge of contract deliverables, performance constraints, and government stakeholder management.

• Strong technical fluency, enabling the challenge of estimates, comprehension of architectural trade-offs, and accountability of technical teams without direct management.

• Experience operating in a matrixed resource model where delivery accountability and personnel management are in separate reporting lines.

• Familiarity with Agile or SAFe delivery methodologies.

• Proficient with Atlassian Jira and Confluence or similar tools.

• Exceptional written and verbal communication skills, including experience in executive and customer-facing reporting.

• Bachelor's degree in a technical, business, or related field; equivalent experience will be considered.

• Preferred: Experience with federal health programs, including CMS, VA, or DHA.

• Preferred: Knowledge of FISMA, IL4+, CMMC, and the ATO process.

• Preferred: Experience in customer implementation and onboarding for software platforms, including data migration and integration.

• Preferred: PMP, SAFe, or equivalent certification.

• Preferred: Familiarity with healthcare data standards, including HL7 FHIR, X12, ICD-10, and CPT.
