Director, Health Financing

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Oversee the advancement of ThinkWell’s health financing initiatives while ensuring technical excellence throughout ThinkWell’s portfolio.

• Provide expert guidance on public financial management, domestic resource mobilization, and disbursement-linked indicators.

• Lead technical efforts in program design and implementation.

• Recruit and develop technical talent within the organization.

• Supervise staff involved in technical projects.

• Expand the health financing portfolio and ensure exemplary execution of technical projects.

• Foster intellectual and human capital in health financing across the company.

• Communicate with ThinkWell directors and project managers worldwide to share and disseminate technical expertise.

• Recruit, support, and mentor team members focused on health financing.

• Collaborate with the talent team to create technical training and professional development initiatives.

• Lead and facilitate engagement with global partners working on public financial management, domestic resource management, and outcomes-based financial modalities.

• Publish research papers, articles, and blogs; present at conferences; and participate in technical working groups.

• Represent ThinkWell at conferences, meetings, and various events.

• Consult and coordinate with government agencies, donors, and other stakeholders.

• Enhance activities through collaboration with internal projects and external partners.

• Develop ThinkWell’s portfolio in health financing, domestic resource mobilization, public financial management, and related domains.

⛳️ Requirements

• Master’s degree in health economics, health policy, or a related field with 10 years of experience, or a PhD with 8 years of experience.

• Recognized as a leader in the technical specialty area, with a history of high-impact publications and/or a robust international professional network in the field.

• Substantial, relevant work experience in the specific area of technical expertise, including experience with ministries of health and finance, health financing or health policy knowledge, and health systems strengthening.

• Ability to convey technical information effectively to non-technical audiences.

• Proven track record in managing complex, multi-country projects.

• Extensive experience in project monitoring and evaluation within the area of technical specialization.

• Strong skills in domestic resource mobilization and public financial management.

• Preference for candidates with experience in developing and monitoring disbursement-linked indicators and outcomes-based programming.

• Previous experience with USG funding and transitions, including strong connections with former USAID Mission staff and MOH personnel, is highly preferred.

• Demonstrated commitment to developing staff, with a focus on mentoring and coaching junior professionals.

• Senior leadership capability to inspire staff around ThinkWell’s mission and objectives.

• Thoughtful systems thinking and a grounded, pragmatic understanding of the complexities involved in the work.

• Proven ability to effectively engage with external strategic partners, donors, and stakeholders.

• Documented experience in new business development, proposal writing, and fundraising.

• Fluency in English is required; knowledge of a second language is a plus.

• Global experience collaborating across various country income levels.

• Exceptional cross-cultural communication skills.

• Willingness and ability to travel up to 30% of the time.
