Director, Emergency Preparedness

This is a fully remote position, open to applicants in California, +1 more state.

📋 Description

• Spearhead the development and upkeep of comprehensive Emergency Operations Plans, Emergency Support Function and specific hazard annexes, continuity plans, crisis communication strategies, EOC procedures, SOPs, field guides, and job aids.

• Ensure that all plans are in compliance with federal, state, and local regulations and recognized guidelines, including FEMA CPG 101, NIMS, and ICS.

• Perform hazard, vulnerability, risk, and capability assessments while coordinating planning efforts with public, private, nonprofit, and community partners.

• Lead integrated, multi-year preparedness and training initiatives, as well as exercises aligned with HSEEP standards.

• Supervise the design, execution, and evaluation of exercises, covering objectives, scenarios, plans, manuals, MSELs, evaluation guides, briefings, and supporting documentation.

• Facilitate hotwashes and after-action debriefs; produce After-Action Reports and Improvement Plans; monitor corrective actions until they are fully implemented.

• Manage portfolio performance, focusing on delivery quality, staffing, utilization, schedules, contracts, budgets, compliance, client satisfaction, and risk mitigation.

• Oversee on-call and task-order engagements, manage Project Managers and multidisciplinary teams, and set standards, controls, reporting, and accountability measures.

• Identify and mitigate risks related to delivery, compliance, staffing, financials, and client retention.

• Act in a leadership or advisory capacity during EOC activations and incident response operations.

• Utilize ICS and NIMS to enhance situational awareness, resource management, action planning, documentation, executive briefings, and interagency collaboration.

• Provide strategic recommendations to executive leadership regarding preparedness, response, continuity, and recovery priorities.

• Expand the portfolio through client growth, additional task orders, recompetes, and targeted market pursuits.

• Cultivate senior-level relationships with emergency management agencies, Public Assistance grant recipients, and stakeholders focused on preparedness and resilience.

• Collect market and competitive intelligence, collaborating with portfolio, service line, capture, and technical leaders to meet growth objectives.

• Lead or oversee the development and submission of proposals while supporting go/no-go decision-making processes.

• Serve as a subject matter expert, solution architect, reviewer, and technical contributor on emergency management and preparedness initiatives.

• Collaborate with capture and growth teams on win strategies, competitive positioning, staffing, proof points, pricing inputs, compliance, and overall proposal quality.

⛳️ Requirements

• Bachelor's degree in Emergency Management, Public Administration, Homeland Security, Public Health, Environmental Science, Business, or a related discipline.

• Over 7 years of cumulative experience in emergency management and FEMA-related roles, with at least 3 years in a leadership or client-facing position.

• Minimum of 3 years of hands-on experience managing multiple clients, projects, Project Managers, or multidisciplinary teams.

• At least 3 years of direct experience in developing, updating, implementing, or validating Emergency Operations Plans, continuity plans, annexes, procedures, or emergency management programs.

• A minimum of 3 years of experience in emergency planning, preparedness, Emergency Operations Center activations, incident management, training, or exercises.

• 3+ years of experience overseeing project or program budgets, schedules, staffing, contracts, client relationships, and delivery risks.

• Must be willing and able to travel by flight and vehicle, with expected travel up to 50%.

• A valid U.S. driver's license is required, along with the ability to pass a Motor Vehicle Records (MVR) check.

• Proven ability to lead multidisciplinary teams, manage competing priorities, proactively address risks, and deliver high-quality work under tight deadlines in a remote, highly collaborative environment across various time zones.

• Familiarity with FEMA programs and emergency management frameworks, including the Stafford Act, 44 CFR Part 206, FEMA Public Assistance policy, NIMS, and ICS.

• Strong proficiency in managing portfolio, project, budget, contract, staffing, utilization, grant, quality, and compliance aspects.

• Experience in business development, account growth, capture strategy, proposal development, and competitive intelligence.

• Preferred: Master's degree in a relevant field; CEM certification; training and experience in FEMA, HSEEP, continuity, PMP, and related areas.
