This is a fully remote position, open to applicants in Maryland.
• Develop, fine-tune, and manage database processes for a critical, data-driven financial system serving the Federal Government healthcare sector.
• Take ownership of and implement ongoing data validation and reporting workflows, ensuring timely delivery of precise results.
• Design, create, and maintain Oracle PL/SQL packages and procedures.
• Ingest and verify large XML and EDI files.
• Populate staging and fact tables.
• Generate outbound data files.
• Reconcile outcomes across interfacing systems.
• Transform ad-hoc client data inquiries into precise, documented query results and extracts.
• Clarify the underlying numbers behind ad-hoc analyses.
• Optimize queries for very large partitioned tables.
• Troubleshoot and recover failed batch jobs.
• Replace manual spreadsheet-based tasks with automated, reproducible processes.
• Navigate changes through formal release protocols with documented testing, security assessments, and approval checkpoints.
• Provide support for released changes in a production environment.
• Document developed solutions to enable others to manage them effectively.
• Mentor junior developers.
• Contribute to the modernization of reporting workloads on contemporary cloud data platforms.
• Must successfully complete public trust clearance through the U.S. Federal Government.
• Must be a U.S. citizen or obtain clearance through the Foreign National Government System.
• Foreign national candidates must have resided in the United States for at least 3 of the last 5 years.
• Foreign national candidates must possess a valid and unexpired passport from their country of origin.
• Foreign national candidates must have the necessary visa/work permit documentation.
• Bachelor's degree in computer science, information systems, or a related field, or equivalent experience.
• Over 5 years of practical experience in developing and supporting production Oracle database applications.
• A minimum of 3 years of experience in a data warehouse, financial transaction processing, or regulatory reporting environment.
• Proficiency in Oracle SQL and PL/SQL, including packages, procedures, cursors, collections, BULK COLLECT/FORALL, dynamic SQL, exception handling, and job/error instrumentation.
• Expertise in query performance tuning, including execution plans, indexing strategies, partitioned large tables, and datasets containing hundreds of millions of rows.
• Experience in parsing and loading XML, delimited, and fixed-width files within the database.
• Familiarity with XMLTYPE/XMLTABLE, SQL*Loader, and external tables.
• Basic understanding of healthcare or financial EDI interchange, including X12 834, 810, 820, 835, 824, or equivalent.
• Experience with enterprise batch scheduling tools such as IBM Workload Scheduler/TWS, Control-M, or Autosys.
• Proficient in Linux shell scripting.
• Knowledge of Python for data automation and report generation.
• Experience with Git-based version control.
• Familiarity with AWS, particularly Oracle RDS and S3.
• Experience with agile methodologies, including SAFe and Scrum.
• Working knowledge of DevSecOps practices, CI/CD, formal release management, and change control with documented testing evidence.
• Ability to manage sensitive healthcare and financial information under federal security regulations.
• Understanding of least-privilege access and restrictions regarding unauthorized data movement or storage.
• Capability to optimize processing for reliability within fixed, time-constrained production windows.
