This is a fully remote position, open to applicants in Hawaii.
• Assist in the management of agreements, identify innovation opportunities, manage portfolios/projects, and develop collaboration opportunities.
• Establish productive relationships with researchers and leadership regarding technology transfer issues.
• Draft, negotiate, and finalize technology transfer agreements.
• Oversee technology development, licensing activities, education, and outreach initiatives.
• Act as the lead knowledge manager for the RPO by creating, organizing, integrating, and sharing data.
• Collaborate with WRAIR IMD on SharePoint and information management concerns.
• Monitor project completion, report progress through monthly status updates, and address any delays.
• Organize scientific periodic reports, task requests, and respond to inquiries.
• Design and maintain relational MS Access databases and tracking systems.
• Update MS Access front-end tables, links, and functionalities while working with SQL back-end databases.
• Maintain datasets and databases related to Technology Transfer activities, incoming funds, and electronic payments.
• Archive artifacts in compliance with ARIMS standards.
• Manage and store Agreements Review Committee agendas, content, and meeting minutes.
• Refresh SharePoint content and training materials; provide support for SharePoint 2010 and 2016.
• Complete Cyber Security Fundamentals Training.
• Act as Invoice Manager and primary contact for CRADA incoming funds.
• Coordinate with DFAS and Resource Management to ensure timely receipt and deposit of electronic payments.
• Track CRADA invoicing, accounts receivable, project income quarters, GFEBS data, and LiveLink/GEARS agreements.
• Assist WRAIR Resource Management with RsBUX monitoring and business exchange operations.
• Serve as the main contact for CRADA, MTA, non-disclosure, and various agreement requests.
• Guide investigators and staff on technology transfer agreements and related processes.
• Evaluate research initiatives for commercial viability and negotiate external partnerships and budgets.
• Support Interagency Agreements by providing scientific content.
• Consult on invention disclosures and manage them in accordance with US Army policy.
• Assess technologies for patentability decisions by the Invention Evaluation Committee.
• Maintain files related to T2 agreements and negotiations.
• Engage in technology transfer activities and support licensing strategies.
• Identify intellectual property across WRAIR.
• Conduct outreach to connect products/capabilities with WRAIR scientific needs.
• Organize monthly teleconferences with WRAIR OCONUS laboratories.
• Provide training on Technology Transfer, intellectual property, licensing, and marketing.
• Conduct Staff Assistance Visits to OCONUS laboratories as necessary.
• Support scientific conferences and meetings by participating, presenting, or representing WRAIR initiatives.
• Bachelor's Degree or equivalent qualification.
• Experience in a biomedical research environment that involves standard research methodologies.
• Familiarity with GFEBS and SAS.
• Intermediate to advanced proficiency in Microsoft Word, Excel, Access, Outlook, and SharePoint.
• Candidates must be eligible to obtain a Top-Secret security clearance.
• Preferred candidates should have an in-scope Secret or Top-Secret Security Clearance.
• Capability to travel locally and, on occasion, out of the area and overnight.
• Regular Full-Time position.
• Remote work options available.
• Local, out-of-area, and overnight travel may be anticipated.
