Data Analyst

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Develop and sustain the incumbent and spectrum database that supports the program's database-first architecture.

• Analyze overlapping study areas only once and ensure they are extended throughout the entire NEXRAD network without duplication of efforts.

• Ingest, standardize, and perform quality control on data obtained from Government-provided spectrum datasets, FCC ULS, FAA facility/obstruction data, USGS 3DEP terrain, and commercial spectrum intelligence sources.

• Organize emitter, frequency, power, and antenna parameter data for terrain-informed propagation and interference assessments.

• Maintain data on Clear / Watch / Flagged site risk classifications.

• Document classification thresholds and methodologies for Government approval.

• Prepare prioritized datasets in batches, starting with Urgent, for the NEXRAD Site and Spectrum Baseline Report and the sequencing of physical site surveys.

• Create reusable queries, validation checks, and automated data exports for ongoing reports, dashboards, and integration of measurement results.

• Reconcile measured frequency occupancy and interference outcomes with predicted baseline values.

• Identify discrepancies for the spectrum engineering team.

• Manage and document spectrum and site data in compliance with Controlled Unclassified Information requirements, including tracking source, date, method, and accuracy.

• Provide support for a Radar Site and Spectrum Relocation Analysis Support program for a federal client operating a nationwide network of NEXRAD weather radar facilities.

⛳️ Requirements

• Must be a US Citizen.

• Bachelor's degree in Data Science, Statistics, Computer Science, Engineering, Information Systems, or a related discipline (equivalent experience may be accepted in lieu of a degree).

• A minimum of 3 years of experience in data analysis, including data cleaning, integration, validation, and reporting across various sources.

• Proficient in SQL and relational databases.

• Skilled in data analysis tools such as Python (pandas) or R.

• Experience in designing and maintaining structured datasets.

• Familiarity with documenting data lineage, quality, and metadata.

• Strong analytical and problem-solving abilities.

• Proven attention to data accuracy and reproducibility.

• Knowledge of Controlled Unclassified Information (CUI) handling requirements.

• Willingness to travel occasionally (minimal) to support program activities as necessary.

• Experience with spectrum, RF, telecommunications, or radar-related datasets.

• Understanding of geospatial data and spatial databases, such as PostGIS, or GIS platforms like Open-Source and Esri.

• Experience with data visualization and dashboard tools, such as Esri dashboards or Power BI.

• Familiarity with open RF data standards, such as SigMF, or large machine-readable technical datasets.

• Previous experience supporting a federal agency with mission-critical infrastructure, spectrum, or scientific data programs.
