
Consultant – Capacity & Skills Development of Municipal DRR Units

This is a fully remote position, open to applicants in Jordan.
• Develop and implement a customized support package for Municipal DRR Units located in Irbid, Ramtha, and Azraq.
• Assist Jahez delivery partners in translating and cascading the Municipal DRR Strategy into DRR and EWS activities at the community level.
• Offer recommendations to the Ministry of Local Administration for enhancing support to municipalities throughout Jordan.
• Create an inception report detailing the approach, methodology, timeline, and allocation of up to 50 days.
• Examine policies, guidelines, institutional frameworks, disaster contingency plans, and preparedness strategies.
• Engage with municipalities, MoLA representatives, and pertinent national DRM and EWS organizations.
• Identify skills gaps, institutional challenges, operational necessities, and support requirements for implementation.
• Design training modules on DRR, local risk assessments, EWS interpretation and responses, contingency planning, SOPs, NbS, community engagement, and risk communication.
• Create risk assessment templates, local DRR action-planning instruments, monitoring/reporting formats, and emergency preparedness SOP outlines.
• Formulate a comprehensive operational support package for municipal DRR Units.
• Establish matrices for stakeholder roles and responsibilities along with coordination mechanisms.
• Determine processes for embedding DRR within municipal planning.
• Conduct training sessions in person and/or via hybrid formats.
• Assist municipalities in employing DRR tools and methodologies through practical coaching.
• Modify materials based on participant feedback.
• Review Jahez partner concept notes and provide strategic guidance.
• Generate capacity assessment, capacity development, operational package, training delivery, and final reports.
• Master's degree in Disaster Risk Reduction (DRR), climate change, environmental engineering, or a related discipline.
• At least 7–10 years of experience in DRR/CCA programming, capacity development, and designing training programs.
• Experience collaborating with localized disaster risk management structures in Jordan.
• Proven experience in designing and implementing needs assessments and capacity-building strategies and tools.
• Experience in developing and/or executing DRR contingency plans and operational strategies for disaster risk management.
• Familiarity with designing and/or operationalizing early warning systems and conducting hazard simulation exercises.
• Knowledge of NGOs and local community-based organizations (CBOs) for designing and executing community DRR initiatives.
• Experience with or knowledge of MoLA, NCSCM, and JMD is preferable.
• Strong comprehension of local governance systems.
• Solid understanding of early warning systems and contingency planning.
• Strong grasp of participatory methods.
• Capability to develop practical tools and methodologies that municipalities can utilize.
• Ability to align efforts with existing MoLA frameworks, Mercy Corps initiatives, and other relevant programs.
• Capability to build upon Jahez’s community-level efforts, including community stakeholder groups and vulnerability assessments.
• Consideration of municipal resource limitations.
• Ability to integrate conflict sensitivity and GEDSI principles throughout the assignment.
