This is a fully remote position, open to applicants in California.
• Oversee the enterprise-wide planning, design, development, and execution of cross-functional, multiplatform application systems.
• Create application architecture and blueprints; identify application components, platforms, interfaces, and development tools.
• Offer technical leadership and mentorship to application development teams and individual team members.
• Advise on integration and conversion challenges.
• Align technology-independent application architecture with suitable technology platforms.
• Supervise and assess internal application/software development projects for compliance with development methodologies and standards.
• Ensure solutions are consistent with technology infrastructure, business strategies, and technology roadmaps.
• Provide direction for company personnel, IT staff, and committees regarding technology planning, investment decisions, implementation, and operational support.
• Revise technical system architecture requirements in response to evolving technologies and products.
• Engage in hands-on solution architecture design and participate in design and code evaluations.
• Examine, communicate, and clarify HL7 interoperability standards to fulfill CMS health surveillance requirements.
• Assess project demands, perform risk analysis, testing, monitoring, and identify potential security concerns.
• Collaborate with system owners and external partners to grasp system environments and the development of standards-based messaging.
• Troubleshoot and enhance application services issues.
• Bachelor's degree in computer science, mathematics, or a related field; additional four (4) years of experience may be accepted in place of educational qualifications.
• Solutions Architecture Certification (Azure Preferred).
• At least seven (7) years of experience in information technology design, development, and support.
• Proficient in managing enterprise application development projects from initiation to completion.
• Advanced hands-on experience in application solution architecture design and comprehensive software development of complex distributed (multi-tiered) systems.
• Familiarity with project lifecycles, including design, analysis, testing, and implementation.
• Experience in large-scale project planning.
• Extensive knowledge of various development platforms, programming languages, and technologies.
• Expert-level proficiency in multiple software development disciplines.
• Strong understanding of diverse data, content, and media types, such as structured, relational, audio, video, graphic, geo-mapping, social media, XML, and JSON.
• A minimum of two (2) years of experience in the healthcare or health plan sector, including X12 payer transaction sets and health plan/payer data models.
• At least one (1) year of experience working with an EMR (EPIC, Athena, etc.).
• Preferred experience with Integration Engine tools, including MuleSoft, Boomi, or Snaplogic.
• Proof of COVID-19 vaccination or a vaccine declination form is required before employment.
