Chief Medical Information Officer

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as a senior clinical informatics advisor to federal clinical and program leadership.

• Evaluate clinical workflows, content, and configuration inquiries, and prepare functional analyses and decision packages.

• Assist clinical governance bodies and ensure decisions are tracked to completion.

• Analyze and report on site readiness across various interfaces, devices, data migration, training, and clinical workflows.

• Support clinical command-center operations throughout go-live, hypercare, and the transition to sustainment.

• Manage and prioritize the clinical optimization backlog while measuring quality, safety, and efficiency outcomes.

• Recommend and help implement the EHR patient-safety framework.

• Draft procedures for clinical downtime and continuity of operations.

• Provide advice on training strategies for super-users and end-users, as well as competency standards, personalization events, and post-live proficiency support.

• Present briefings to federal leadership, site executives, and clinical staff.

• Collaborate with the EHR vendor, systems integrator, and other federal modernization initiatives.

• Generate clinical sections of program deliverables and status reports.

• Facilitate clinical involvement in integrated testing and functional validation.

• Suggest acceptance criteria and sampling methodologies.

• Offer clinical subject-matter expertise for legacy system data migration.

• Mentor clinical informaticists and business analysts.

• Support site physician and nursing champions.

⛳️ Requirements

• MD or DO degree is mandatory.

• Board certification in Clinical Informatics (ABPM/ABMS) or equivalent health informatics board certification is required.

• Must possess an active, unrestricted license to practice medicine in a U.S. state or territory.

• A minimum of 10 years of clinical experience is required.

• At least 5 years in a leadership position within medical informatics, focusing on EHR systems design, build, and implementation.

• Experience with at least one full-lifecycle enterprise EHR implementation from design and build through go-live and hypercare.

• Proven experience working within federal health systems such as the VA, DoD/DHA, IHS, or other federal healthcare organizations.

• Experience in delivering clinical or health IT services in a federal program environment.

• Willingness to travel to deployment sites, including extended on-site support during testing events, go-live, and hypercare periods (approximately 20% annually).

• Capability to obtain a Public Trust.

• Proficient understanding of HL7 v2, FHIR, C-CDA, SNOMED CT, LOINC, RxNorm, and ICD-10.

• Familiarity with change-control governance and configuration management.

• Knowledge of EHR-related safety risks, usability and human-factors principles, SAFER Guides, and safety event analysis.

• In-depth understanding of federal health IT regulations, including HIPAA, HITECH, 42 CFR Part 2, ONC certification and information-blocking rules, CMS quality reporting, and relevant accreditation standards.

• Ability to communicate intricate technical concepts to non-technical stakeholders and brief senior federal executives effectively.

• Capacity to work efficiently with diverse, rural, and historically underserved patient populations and clinical teams.
