Chief Medical Information Officer

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the senior clinical informatics advisor to federal clinical and program leadership.

• Evaluate clinical workflows, content, and configuration inquiries, preparing functional analyses and decision packages.

• Assist clinical governance bodies and ensure change-control items are tracked to completion.

• Assess and report on site readiness across various interfaces, devices, data migration, training, and clinical workflows.

• Support clinical command-center operations during go-live, hypercare, and the transition to sustainment.

• Manage and prioritize the clinical optimization backlog while measuring quality, safety, and efficiency outcomes.

• Recommend and support the operation of the EHR patient-safety framework.

• Draft procedures for clinical downtime and continuity of operations.

• Provide advice on super-user and end-user training strategies, competency standards, personalization events, and post-live proficiency support.

• Brief federal leadership, site executives, and clinical staff on relevant updates.

• Collaborate with the EHR vendor, systems integrator, and other federal modernization programs.

• Generate clinical components of program deliverables and status reports.

• Facilitate clinical participation in integrated testing and functional validation processes.

• Suggest acceptance criteria and sampling methodologies.

• Offer clinical subject-matter expertise for legacy system data migration.

• Mentor clinical informaticists and business analysts while supporting site physician and nursing champions.

⛳️ Requirements

• MD or DO degree is required.

• Board certification in Clinical Informatics (ABPM/ABMS) or a comparable health informatics board certification.

• An active, unrestricted license to practice medicine in a U.S. state or territory is necessary.

• A minimum of 10 years of clinical experience is required.

• At least 5 years in a leadership position within medical informatics, specifically involving EHR systems design, build, and implementation.

• Experience with at least one full-lifecycle enterprise EHR implementation from design and build through go-live and hypercare.

• Proven experience working within federal health systems, such as the VA, DoD/DHA, IHS, or other federal healthcare agencies.

• Experience in delivering clinical or health IT services within a federal program environment.

• Willingness to travel to deployment sites, including extended on-site support during testing events, go-live, and hypercare windows (estimated 20% annually).

• Capability to obtain a Public Trust.

• Proficient knowledge of HL7 v2, FHIR, C-CDA, SNOMED CT, LOINC, RxNorm, and ICD-10.

• Familiarity with change-control governance and configuration management processes.

• Understanding of EHR-related safety risks, usability, human-factors principles, SAFER Guides, and safety event analysis.

• In-depth knowledge of HIPAA, HITECH, 42 CFR Part 2, ONC certification and information-blocking regulations, CMS quality reporting, and relevant accreditation standards.

• Ability to articulate complex technical concepts to non-technical stakeholders and brief senior federal executives.

• Proven ability to work effectively with diverse, rural, and historically underserved patient populations and clinical teams.
